DEFERRAL OF SURVEILLANCE REQUIREMENT ON REACTOR COOLANT PUMP LUBE OIL FIRE PROTECTION DELUGE SYSTEM SALEM GENERATING STATION NO. 2 UNIT DOCKET NO. 50-311 On September 17, 1982 we submitted a list of 18 month surveillance for which a deferral was required to avoid a plant shutdown.

We received Amendment No. 14 to Unit No. 2 Operating License which granted the deferral on October 27, 1982.

Through an administrative oversight, the 18 month surveillance for inspection of the reactor coolant pump fire protection deluge system was omitted from the final list that was submitted in our original deferral request.

It has been brought to our attention that the subject inspection, with its 25% extension, is due Sunday, December 5, 1982.

PSE&G therefore requests that Technical Specification 4.7.10.2.c be deferred on a one-time basis to permit operation until the First Refueling Outage, presently scheduled for January 22, 1983.

Specifically it is requested that license condition 2.L of Facility Operating License DPR-75 be expanded to include deferral of the 18 month surveillance requirement of Technical Specification 4.7.10.2.c by adding an additional Safety Evaluation page to your previously transmitted Amendment No. 14.

Director of Nuclear Reactor Regulation U.S. Nuclear Regulatory Commission 12/2/82 The granting of this change poses no undue risk to the health and safety of the public, since:

The system components tested in the functional test (Item 4.7.10.2.c.l) are subjected to other, more frequent surveillance to ensure system operability.

The position of each valve in the flow path is verified at least once per 31 days.

Inaccessibility of most of the spray header piping (Item 4.7.10.2.c.2) makes tampering with this part of the system unlikely.

The purpose of the visual inspection of each nozzle's spray area (Item 4.7.10.2.c.3) is to verify that the spray pattern is not obstructed.

However, since the reactor coolant pumps are inaccessible during normal operations, inadvertent obstruction of the spray area within the enclosure surrounding the lube oil system on each pump is highly improbable.

Based on the considerations discussed above, and the fact that the 48 day deferral time requested constitutes only an approximate 7% increase in allowable surveillance interval, it is concluded that this amendment does not involve a significant increase in the probability or consequences of any accident reviewed in the Safety Analysis Report nor in the possibility of an accident or malfunction of safety important equipment of a different type than previously evaluated and does not involve a significant decrease in safety margin as defined in the Tech. Spec. Bases.

This change involves a single safety issue and therefore is determined to be a Class III amendment.

A check in the amount of $4,000 will be forwarded shortly.
