By letter dated February 2, 1982 Public Service Electric and Gas Company (PSEf,G) transrnitted for our commont a docwm:!nt entitl,~d "Safety Evaluation of the PSE8iG Rod Exchange Methodology."
In a letter dated l\\pril 9, 1982 ~*Je responded that our review of this document had progressed to the point that v.1e approved use of th{~ rod exch<'lnge methodology for the startur of Cycle 4 for Salen Unit 1 provided certain stated critf!ria \\-/t~re met.

Based on our understanding, we cannot approve the use of thA PSE&G rod exchange methodoloqy.
Our concern is not ~<Jith the ~;"!xperinental process itself but vJith the method hy which the results of the 1:ieasuremf:nts are conpared
\\llith predicted va 1 ves.
The rod exchange method does not make a direct comparison of a cal cu 1 at ion and a 1;ieasurernent.
\\tJe consider the~ primary purpose of the rod worth test as providing an audit point \\vhic11 compares a design calculation 1:Jith a rneasurer:1ent.
Our objection to the PSU:G methodology is the calculational content of the reactivity "measurement.

He swi<Jest that PSE&G explore these possibilities and prepare a new submittal or return to the boron dilution method of rod worth measurements.

Although the PSE&G rod exchange methodology was used for Cycle 4, ive conclude that the results of all the physics startup tests, as wel 1 as the criteria placed on the rod excha.nge methodology, provide assurance that tt1e actual Cycle 4 core loading and calculia,tions to rlesign.
