STATUS OF INSTALLATION AND TESTING OF PROMPT ALERTING AND NOTIFICATION SYSTEM SALEM GENERATING STATION UNIT NOS. 1 AND 2 DOCKET NOS. 50-272 AND 50-311 In our last status letter dated November 4, 1981, we provided you with information concerning prompt notification system milestones and specifics related to installation and testing of sirens.
Since that date we have experienced a number of delays.
Delays incurred in November were primarily associated with siren activation equipment and the relocation of one Delaware siren.
We are unsure at this time how these delays will affect completion of the siren system, as described in our May 26, 1981 submittal of the Salem Generating Station Emergency Plan, by the NRC's proposed implementation date of February 1, 1982.
If the types of problems we have experience in the past, continue in the future, the February 1, 1982 date will be in jepordy.
To date we have conducted preliminary silent tests in New Jersey and have identified sufficient encoder/decoder problems to warrent delaying all growl tests until the problems are resolved.
We are presently designing a test program to determine the trans-mitter/encoder signal strength at each siren location and the ability of the decoders to properly interpret the signal.
Due to this lack of confidence in the remote activation/cancel function, all growl tests will be delayed until the testing in both States is complete and a manufactur~'s representative inspects, verifies and corrects the problems. presents an update of our past and projected milestones.
The siren system acoustical testing shown as Item 2 was completed slightly ahead of schedule and a report of the final results is expected by mid-December.
This report will specifically define Mo I and document those areas covered by siren.
Prior to the complete
..S siren system test projected for January, four intermediate tests I /r (Items 3 and 4 on Enclosure 1) must be conducted to assure the operability of the siren system.
After successful completion of these intermediate tests, all sirens will have met manufacturer's acceptance criteria and PSE&G's sireri system de~ign specifications.

S,tatus Of Installation-nd Testing Of Prompt Alerting And Notification System e December 11, 1981 We will then consider the system complete and in compliance with all criteria presented in Appendix 3, Sections B.2.a,b,c, of NUREG-0654, FEMA-Rep-1, Rev. 1.
Turn over of the siren system to the States of Delaware and New Jersey by January 1, 1982 is presently in jepordy due to the delays.
However, following this transaction and the full siren system test, EBS tone alert radio receivers and possibly additional sirens will be utilized to correct deficiencies indentif ied during the full system test.
As shown in Enclosure 2, Item 3, a purchase order was issued for an initial order of 7,000 tone-alert EBS radio receivers with Johnson Electronics of Casselberry, Florida on November 6, 1981, ahead of the projected date of November 15.
Items 5 and 6 present dates for distribution of EBS radio receivers and their testing.
However, they can not be considered firm since distribution of EBS radio receivers is dependent on the final testing of the siren system.
Prior to the January siren system test, siren test response cards will be distributed to all addresses within the 10-mile plume exposure EPZ.
The purpose of this card is twofold.
First, it provides a means for system evaluation by individual residents.
Second, it provides a means for identifing the need for and requesting an alternate alerting device (i.e., siren or EBS radio receiver, etc.). presents a draft copy of this card, currently in reproduction.

The purpose of this test is to determine the ef fec-ti veness of the Siren Alerting System within 10-miles of the Salem Generating Station and to determine where additional alerting equipment is needed to alert you.
Additional information concerning the Alerting System and how it affects you may be found on page 7 of the Emergency Planning Information Pamphlet recently sent to you.
t>f How will The Test Be Performed?
The Siren Alerting Test will consist of sounding all of the sirens twice.
First there will be a three-minute sounding, 1 followed by one minute
'I of silence and then finely a second three-minute sounding which will complete the test.
Newspaper and radio announcements will inform you of the date and time of the test.
After the test, whether you heard it or not, we request that you fill out the attached postage-paid response card.
The information will be used to evaluate the Siren Alerting System.
