COMBINED NRC INSPECTION 50-272/81-09 AND 50-311/81--10 SALEM GENERATING STATION UNITS NOS. 1 AND 2 We have reviewed the report of your inspection conducted by Mr.

L. J. Norrholm during the period April 1-30, 1981.

Our response to the item of noncompliance identified in Appendix A is as follows:

Item of Vio'lation Facility Operating License DPR-70, Appendix A, Technical Speci-fications details the following requirement for event reports to the NRC:

6.9.1.9 The types of events listed below shall be the subject of written reports to the Director of the Regional Office within thirty days of occurrence of the event *** *

b.

Conditions leading to operation in a degraded mode permitted by a limiting condition for operation or plant shutdown required by a limiting.condition for operation.

In addition, 10 CFR 50.72 states, in part, "***(a)

A.

LER 81-30/03L was submitted late with an explanation for lateness.

When this lateness was discovered, the person responsible for presenting the LER to the Station Operations Review Committee was informed that SORC meetings can be called for at times other than normal weekly meetings and that in no case should an LER be late due to SORC meeting scheduling.

B.

As a result of the station activities during the thirty (.30) day allowed time frame, LER 81-32/03L was delayed in receiving the administrative reviews prior to transmittal to the Office of Inspection and Enforcement.

Also at the time the NRC Inspection Report which identified reportable items was issued, there was some confusion as to the reportability of each item in the LER due to the circumstances under which they were "discovered.

As a result, by the time they were written in a LER and the normal review* had been completed, th.e time *period had exceeded thirty (301 days.

The personnel responsible for generating the LER's have been informed of reportability requirements regardless of how the reportable item is identified.

C.

LER 81-34/03L was submitted late due.to investigations being conducted for the LER.

The LER was held back from issuance in an attempt to obtain the final results after completion

  • of the corrective* action.

This action was taken so that a supplerrierital LER would not have been necessary.

When it was *-

determined that the corrective actions could not be completed, the LER was issued and resulted in a late report.

The Automatic Plant Trip was not reported within the one hour limitation due to personnel error by referring to the wrong reporting criteria as listed in the Emergency Plan Procedure EP Il, Notification of Unusual Event.

The personnel were instructed in proper classification of event types.

In all cases the appropriate personnel have been reminded of the importance of submitting information to the NRC within the required period of time and of maintaining compliance with Technical Specifications o.
