REQUEST FOR AMENDMENT FACILITY OPERATING LICENSE DPR-75 NO. 2 UNIT SALEM NUCLEAR GENERATING STATION DOCKET NO. 50-311 Ref. LCR 81-10 July 1, 1981 In accordance with the Atomic Energy Act of 1954, as amended and the regulations thereunder, PSE&G hereby transmits License Change Request 81-10 for amendment of Facility Operating License DPR-75 for the Salem Nuclear Generating Station, Unit No *. 2.
Paragraph 2.C (25) (e) of Facility Operating License DPR-75 requires qualification of reactor coolant system relief, safety and block valves in accordance with the plant-specific schedules established in NUREG-0737, "Clarification of TMI Action Plan Requirements",Section II.D.1.
As you are aware, the EPRI PWR Generic Test Program, scheduled for
- completion by July 1, 1981 in NUREG-0737, has not been completed and, therefore, we cannot provide the plant-specific submittal based on a review of the generic test program results by July 1, 1981, as required in NUREG-0737.
A delay beyond July 1, 1981 in providing the plant-specific submittals causes no undue risk to the health and safety of the public, in that the valves have been equipped with position indicating devices and additional operator training has been performed, as related to other NUREG-0737

U.S. Nucl_ear Regulatory Commission We therefore request that the plant-specific submittal schedules identified in NUREG-0737 be modified to be consistent with the schedule time-frames proposed in the December 15, 1980 EPRI letter (R. C. Youngdahl to D *. G. Eisenhut) and modified in a July 1, 1981 7/1/81 letter. (R. C. Youngdahl. to H. R.* Denton).
Specific;ally, it is requested that paragraph 2.C (25) (e) of Facility Operating License DPR-75 be amended to read:
"PSE&G.shall qualify the reactor coolant system relief, safety and block valves under expected operating conditions for design basis transients and accidents in accordance with the plant-specific requirements established in NUREG".'"0737, "Clarification of TM!
Action Plan Requirements" and the following schedule:
(i) Plant-specific submittal confirming adequacy of safety and relief valv~s based on licensee preliminary review of generic test program results -- 3 months after completion of the EPRI generic test program.
(ii) Plant-specific report for safety and relief valve qualification -- 6 months after. completion of the EPRI generic test program.
(iii) Plant-specific submittal for piping and support evaluations -- 9 months after completion of the EPRI generic test program.
(iv) Plant-specific submittal for block valve qualification

This request is administrative in nature and has no safety or environmental significance, and is therefore determined to be a Class II amendment as defined in 10 CFR 170.22.
A check in the.amount of $1,200.00 is enclosed.
This submittal consists of three (3) originals and forty (40) copies.
