This refers to your letter dated March 9, 1981, in response to our letter
dated February 12, 1981.
Based upon a telephone discussion held on April 21, 1981 between Dr. J. W.
Chung of this office and Mr. G. C. Connor of your staff, it is our understanding
that:
l. You will incorporate the latest revision of OI II-1.3.l (Revision 5 dated
December 17, 1979) into the Control Room Master File by June 1, 1981.
Note:
For clarification as discussed, Revision 3 dated May 3, 1977 was
the revision in the Control Room Master File at the time of the inspection.

You will complete a review of your administrative controls to assure complete
conformance to AP-3, Section 6.0, Control of Station Materials, by June 1, 1981.
Note:
For clarification as discussed, the Violation, example (c) of referenced
letter, demonstrated your problem of assuring that current revisions of station
procedures and indices will be maintained in the Master Files. At the time of the
inspection, the index/list in the Master File listed OI II-1.3.l as Revision 4,
the procedure in the File was Revision 3, and the current revision was Revision 5
dated December 15, 1979.

You will review your administrative control procedures to assure that similar
problems with timely SORG review of
11 procedure changes will not recur.
Note:
For clarification as discussed, the permanent change P-7 to OI V-1.3.l
was issued on April 29, 1979 and had not been reviewed by SORC until November 13,
1979, contrary to the 14 day review requirements. Also, r.eview records of the
following
11 permanent changes to procedures were not available in the
minutes of SORG meetings.
