DPR-70 NO. 1 UNIT SALEM GENERATING STATION Public Service Electric and Gas Company hereby submits proposed changes to Facility Operating License No. DPR-70 for Salem Gen-erating Station, Unit No. 1.

This change request relates to Safety Technical Specifications (Appendix Al and involves the sections pertaining to the Nuclear Review Board.

PROPOSED CHANGE NUCLEAR REVIEW BOARD SECTION TECHNICAL SPECIFICATIONS SALEM UNIT NO. 1 Description of Changes

1.

Removal of the requirement to specify NRB members by title in the Technical Specifications and to determine membership by experience in functional specialties.

Reason for Changes

1.

To permit NRB activities to continue without interruption pending Technical Specification amendments as a result of organization changes affecting NRB membership.

Safety Evaluation These proposed changes do not alter the qualification requirements for NRB membership.

Therefore, it is concluded that this change does not involve an unreviewed s~fety question.

PROPOSED REVISED SECTIONS NUCLEAR REVIEW BOARD TECHNICAL SPECIFICATIONS SALEM UNIT 1 Function 6.5.2.1 The Nuclear Review Board shall function to provide independent review and audit of designated activities in the areas of:

Nuclear Power Plant Operations

b.

Nuclear Engineering

c.

Chemistry and Radiochemistry

d.

Metallurgy

e.

Instrumentation and Control

f.

Radiological Safety

g.

Mechanical Engineering

h.

Electrical Engineering

Quality Assurance

Nondestructive Testing

Emergency Preparedness Composition 6.5.2.2 The Vice President - Production shall, appoint at least nine members to the Nuclear Review Board and shall designate from this membership a chairman and at least one vice chairman.

The membership shall collectively possess experience and competence to provide independent review and audit in the areas listed in Section 6.5.2.1.

The chairman and vice chairman shall have nuclear background in engineering or operations and shall be capable of determining when to call in experts to assist the NRB review of complex problems.

All members shall have at least a Bachelor Degree in Engineering or related science and five years of cumulative pro-fessional level experience in the fields listed in Section 6.5.2.1.

PROPOSED REVISED SECTIONS A member may pos*sess competence in more than one specialty and his experience in related areas may have been gained concurrently.

Alternates 6.5.2.3 All alternate members shall be appointed in writing by the NRB Chairman to serve on a temporary basis, however, no more than two alternates shall participate as voting members in NRB activities at any one time.

Educational and experience quali-fications required of members are also applicable to alternates.
