PROTECTION AGAINST POTENTIAL LOSS OF AU1XILIARV FEEDl~ATER PUMP SUCTION FLOW FOR SALEM UNITS 1 AND 2 The Proposed draft license for Salem Unit 2 contains the following license condition:
11PSE&G shall resolve to NRC's satisfaction the issue concerning time available for operator action to prevent pump damage prior to operation above five percent power.
11 The basis for this license condition is briefly discussed in Section 22.2, II.E.1.1 of Supplement No. 5 to the Salem SER.

Category I and tornado missile resiste\\nt $ervicewater system (SWS} can be utilized to provide assurect back.up AfW' Sl!pply, However, the SWS is saline, and is not pel'.'fTlanently connected to the.ARI pump suction lines.
Based on an NRC request, in the event, of a tornado warning, a spool piece would be installed*;.
. connecting the two. systems. Actual utilization of service water for the. AFWS requires local operation of several manual valves.
Recent inforntation from one applic;:ant indicates that the time available for operator:i.. action. to prevent pump damage on loss of pump suction flow may _be shorter*
than previously assl!med (i.e., possibly less than one mi~ute). The licensee is therefore requested to demonst_rate that AFW pump damage will not occur with the present design in the event that the AFWST or outlet piping is damaged by the design tornado, or corrmit to implement effective design modifications.*. It is suggested that the licensee's response consider the following:
- 1. The maximum time interval between los.s of pump suction supply and pump trip before damage can be expected.
- 2.
The time _interval between occurrence of damage to the AFWST due to wind fore.es and tornado missiles from the design
.tor.nadc;> or hurricane, and loss of AFW. suction flow, based on a
.co~servative analysis.
- 3.
The response time of any proposed automaticpump protection devices (e.g. pump trip on low pump suction pressure) or man*ual operator action, and their compatibility with Item (1) above.
