This change request relates to Safety Technical Specifications (Appendix A) of the Operating License, and pertains to the Containment Cooling System.

DESCRIPTION OF CHANGE This change modifies the ACTION statement for Salem Unit No.l Technical Specification 3.6.2.3, Containment Cooling System, such that the actions required are the same as specified for Salem Unit No.2.

REASON FOR CHANGE The change will provide c:onsistant specification for both Salem units' Containment Cooling Systems and will improve operating flexibility for Salem Unit No.l.

SAFETY EVALUATION The proposed change has had its acceptability clearly identi-fied by the NRC in that the change will be worded to agree with Salem Unit No.2 Technical Specifications. Since the Salem units are similar with respect to the Containment Cooling Systems and the Specification for the Unit No.2 system has already been found acceptable, the proposed Unit No.l Tech.Spec.change is acceptable for implementation.

  • CONTAINMENT SYSTEMS CONTAINMENT COOLING SYSTEM LIMITING CONDITION FOR OPERATION 3.6.2.3 Three independent groups of containment cooling fans shall be OPERABLE with two fan systems to each of two groups and one fan system to the third group.

APPLICABILITY:

MODES 1, 2 and 3.

ACTION:

With one group of containment cooling fans inoperable, restore the inoperable fan group to OPERABLE-status within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> or be in HOT SHUTDOWN within the next 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />.

SURVEILLANCE REQUIREMENTS 4.6.2.3 Each group of containment cooling fans shall be demonstrated OPERABLE:

a.

At least once per 31 days on a STAGGERED TEST BASIS by:

1.

Starting (unless already operating) each fan from the control room.

2.

Verifying that each fan operates for at least 15 minutes.

3.

Verifying a cooling water flow rate of~ 700 gpn to each cooler.

b.

At least once per 18 months by verifying that on a safety injection test signal:

1.

Each fan starts automatically on low speed.

2.

The automatic valves and dampers actuate to their correct positions and that the cooling water flow rate to each cooler is ~ 2500 gpm.
