- i This 1 etter refers to the status of masonry v.Ja 11 s at Salem Unit 1 and serves to amend our letter dated November 19, 1980 relating to your reviews pursuant to the subject Bulletin.
Your Licensee Event Report 80-56/0lP and supplement dated December 1, 1980 iden-tifies eleven masonry walls at Salem Nuclear Generating Station which could impact on the operability of safety related equipment during a seismic event.
At a site meeting with the NRC staff on November 20, 1980, you identified the problems and your proposed solutions to ensure that masonry walls, when modified, would satisfy your seismic destgn criterta. The criterta were also discussed at this meeting and some departures from NRC staff draft criteri"a were noted..
Since the differences did not appear significant, it was agreed that all repairs to meet your criteria would be sufficient to establish affected systems operabi-1 ity in support of Unit 1 power operatton.
Further review of your criteria by NRC staff could require additional modifications at a later date.
In telephone conversations between you and Mr. J. Allan of this office on December 1 and December 4, 1980, the fact that the 11A 11 building wall and truck bay walls could adversely affect operability of the Refueli"ng Water Storage Tank and Auxiliary Feedwater Storage Tank duri'ng* a seismic event was discussed.
Your analysis of these walls, the potenti'al impact on safety related systems, and your schedule fon repairs were discussed with NRR and IE staff at a meeting in Bethesda, Maryland, on December 5, 1980.
At that meeting, the staff reviewed your conclu-sions that, while your design criteria were not met, the ultimate structural capacity of these walls was suffi'cient to prevent damage to the tank and asso-ci'a ted safety related appurtances.
Based on the above considerations, tt is our understanding that you will take the following actions relative to Salem Unit 1;
- a.
Prior to achieving Mode 4, all plant inter Or masonry wall$ will be modified or repaire~_to conform* to your er terta for $eismic design.

- b.
Prior to achieving Mode 2, the*east 11A 11 building wall and the truck bay walls will be mo"dified to conform to your seis.mic design criteria.
- c.
Upon first indication of a seismic event, prior to completion of the modifications addressed in item b. above, the unit will be brought to Mode 5 within the schedule of Technical Specification 3.0.3.
- If our understanding of your proposed* actions as stated above and as discussed in a te 1 ephone conversation between you and Mr. A 11 an. on Dec_ember 5, 1980 is incorrect, please notify this office immediately.
