This is in reply to your letter to Dr. Hanauer dated July 169 1980 regarding the status of licensed operating personnel.

Your letter indicated that you planned to place eight degreed engineers.in a senior operator li.cense program that will be completed in time to permit ex-aminations to be conducted in March 1981.
Your letter requested that we waive tbe requirement that each applicant hold an operator's license for one year prior to sitting for a senio.r operator examination.
You indicated that licensing of these individuals could relieve, to some extent, the need for presently licensed individuals to work. extended hours for a long period of time.
The information contained in your letter does not contain sufficient information for us to make a determination regarding your request for waiver of the require-ment; Please provide us with the following information:
- 1. A resume'of each individual involved that details his eduction and nuclear experience, including his specific Salem experience..
- 2.
A comparison of your normal senior operator training program and the program in which these individuals will participate. Include.an explanation of how this new program compensates for the lack of one year of experience as a licensed operator. *As an example', one month of simulator training is con-sidered equivalent to three months of operating experience~

Your plans for using these individuals on shift, i.e., is it your intention to use them as shift supervisors or as the senior operator in the control room?
Upon receipt of this information, we will make a general determination regarding waiver of the requirement for senior operator applicants to hold an operator's license for one year for.*this program.
Eventually, each individual will have to apply in the usual way.
