PRELIMINARY NOTIFICATION Date: September 12, 1980 PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT-~PNS-I-80-21 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance.
The information presented is as initially received without veriffcation or evaluation and is basically all that is known by IE staff as of this date.

POTENTIAL ACT OF INDUSTRIAL SABOTAGE

On September 10, 1980, following* a reactor trip and initiation of auxiliary feed water flow, an anonymous caller notified the chemistry staff of potential problems with the hydrazine addition tank.
The tank was in service for hydrazine addition to auxiliary feed water.
Samp.l es were immedi:ately taken of the tanks which indicated sodfom and chloride contamination,_ approximately 500 ppm* sodium and 1,200 ppm chloride.
. T-he tank was removed from service.
The tank had not been used for chemical additions since the previous Uni"t 1 shutdown in June 1980.
Licensee's investigation is continuing, A written report wt11 Be submttted in.fifteen days.
The licensee will no*tify-the FBI.
No press release is planned. by. the licensee or Region I at this time.. The State of New Jersey has been advised.
Region I *(Philadelphia) received notification of this occurrence by telephone from the. Senior Resident Inspector at 1:30 PM on September 12, 1980.
