Dear Mr. Eisenhut:

INTERIM SHIFT TECHNICAL ADVISOR WAIVERS SALEM GENERATING STATION Public Service Electric and Gas Company is instituting a training program for Engineers and experienced personnel to qualify for Senior Reactor Operator and Reactor Operator licenses.

This program is described in my August 20, 1980 letter to you entitled, "Licensed Operator* Staffing Plan, Salem Generating Station".

Three of the personnel selected are presently assigned as the interim Shift Technical Advisors and must be replaced.

PSE&G has contracted with Westinghouse and General Physics Corporation to replace these STA's with personnel of comparable experience.

The resumes of the four persons are included with this letter.

The contract STA's have received thermodynamic, Salem System and Emergency Procedure training.

Salem No. 1 unit will begin its planning maintenance and refueling outage on September 20, 1980.

This is scheduled to last until December 6, 1980.

Salem No. 2 unit is presently in mode 5 and is awaiting its full power license.

Conservative projections do not expect this unit to go critical before November 1, 1980.

On December 5, 1980 the fully qualified STA's (required by Jan. 1, 1981) will have completed their training and can be assigned as STA's.

Therefore, the need for the replacement interim STA's will only be required for the period November 1 to December 6, 1980~\\

,All of the contract personnel are qualified as interim STA's ex-cept for the six months experience at Salem Station.

PSE&G re-quests a waiver for this requirement so that the contract personnel can assume the duties of STA to allow the Licensed Operator Staffing Plan training programs to get underway.
