Your letter of April 21, 1980 did not respond directly to our request.

As the result of subsequent discussions between the staff and PSE&G repr~?.entatives our current understanding of _your position on this matt.er is as follows: *

(a)

Diesel generators fuel oil is not included in the Quality Assurance Program for Salem Unit No. 1.

(b)

You do not completely subscribe to the Regulatory Position, specifically Section C.2.b, in Regulatory Guide 1.137 (Revision 1) dated October 1979.

The staff's.position remains as stated in Mr. Eisenhut's letter, i. e, consumable items shall be classified as safety related and subject to applicable provisions of Appendix B to 10 CFR Part 50 when the quality of the item is necessary for functional performance of safety related components. Accordingly, your procedure for storing and using fuel oil before it is sampled is not considered to be satisfactory.

I-request that you comply with our pm~ition or justify that your current procedures for sampling fuel oil provides the quality assurance described in R. G. 1.137. Also, please justify your position that diesel fuel oil need not be included in the Salem Unit No. 1 Quality Assurance Program.

Your response is requested within 20 days of receipt of this letter.
