The purpose of this* letter is to request your participation in a study
. of peopl,e-related *p-roblems in nuclear safeguards.
The concerns, expressed
- by the Kemeny Corrrnission and others, about the effects of human error dn.
nuclear s*afety programs have prompted similar concerns about the possible effects of human error on nuclear safeguards programs. Recent incidents involving security forces at certain licensed facilities have intensified
.these concerns.
In an attempt to determine the extent of* this problem ari*d to develop ppssible solutions, Mr. Robert F. Burnett, Director of the.Division of Safeguards, NMSS has directed his. staff.to conduct a study of people-related security problems in the li~ensed nuclear industry *. A.portion of this study involves coJJection of data on lic*ensee security forces* and practices *. It is in tliis area that you can assist-- US* by allowing NRG representatives to visit your Salem 1 facility and *interview your security management personnel.
You wi 11 be contacted by the NRG to sch.edule *a co11venfont time and date for thi ~ interview. *Confidentiality of the inf ctmat ion you pro vi de wi 11 be maintained during all phases of the study.
The information presented in the study will not be attributable to any particular facility or security organization~
