A new telephone system has been installed at your site called the Health Physics Network (HPN). It is part of a system that includes all nu.clear power plants, the NRC Operations Center, and the NRC Regional Offices. It is intended for use during emergencies and will function as the dedicated line between your health*
phys.ics personnel and health physics personnel at the NRC Operations Center in Bethesda, Maryl and and the NRC Regional Office.
ln the event of a site emergency, the NRC will activate the HPN. You are still expected to use the Emerge.ncy Notification System ('ENS) hotline for reporting emergencies. Commercial lines. should be used if the ENS does not work. The HPN is *a* restricted. network and should not be used by nongovernment employees at any time* un 1 ess used by you to report a s i gni fi cant even*t when both the ENS and commercia*l telephone lines are out or service.
Lengthy consideration was given to the most.efficient number and location of extensions for the ENS and HPN at each site. It was determined that, at the typical site, the ENS should have extensions in the control room, shift supervisor's office, near site emergency operations facility (EOF)*and alternate EOF, resident inspector's office, ~nd the on-site technical support center.
Similarly,. the HPN should have extensions where the HP and env.ironmental staff would gather.
This is generally in the HP office, EOF and alternate EOF, and the resident inspector's office. Your individual locations may vary in accordance with your speci fie eme.rgency pl ans.
Although each site has unique needs,. a proliferation of extensions on the system could work to the disadvantage of the system. Requests for additional extensions will be closely examined and in some cases, new extensions may have to be installed at the expense of another existing extension.
