A new telephone system has been installed at your site called the Health Physics Network (HPN). It is part of a system that includes all nuclear power plants, the NRC Operations Center, and the NRC Regional Offices. It is intended fbr use during emergencies and will function as the dedicated li.ne between your health physics pe.rsonnel and health physics personne.l at the NRC Operations Center in Bethesda, Maryland and the NRC Regional Office.

In the event of a site emergency, the NRC wi 11 activate the HPN. You are sti 11 expected to use the Eme.rge.ncy Notification System (ENS) hotline for reporting emergencies. Commercial lines should be used if the ENS dees not work. The HPN is *a restricted network and should. not be used by nongovernment employees at any time unless used by you to report a significant event when both the ENS and commercial telephone lines are out or service.

Lengthy consideration was given t0 the most efficient number and-location of extensions for the ENS and HPN at each site. It was determined that, at the typical site, the. ENS should have extensions in the control room, shift supervisor* s office, near site emergency operations facflity (EOF) and alternate EOF, resident inspector's* office, a*nd. the on-site technical support center. Similarly, the HPN should have extensions where the HP and environmental staff would gather.

This is generally in the HP.office, EOF and alternate EOF,. and the resident inspector* s office.* Your individual locations riJay vary in accordance with your specific. emergency plans.

Although each site, has unique needs, a proliferation of extensions on the system could work to the disadvantage of the system. Requests for additfonal extensions will be closely examined an*d in some cases, new extensions may have to be installed at the expense of another existing extension.
