TEST PROGRAM 2 UNIT SALEM GENERATING STATION
- 1. 0 PURPOSE Evaluate the safety aspects of conducting a Special Low Power Natural Circulation Test Program.
2.0 SCOPE The scope of the safety evaluatioh includes the review of the PSE&G natural circulation start-up procedures and the Westinghouse Special Low Power Test Safety Evaluation dated July 1980.

- 4.0 DISCUSSION The proposed test program has been reviewed by PSE&G and The Westinghouse Electric Corporation.
The attached Special Low Power Test Safety Evaluation dated July 1980 is made part of this report and presents the results of that review.
It has been determined that the proposed seven natural circulation tests are acceptable and can be performed with minimum risk under close operator surveillance.

- It should be pointed out that several technical specification requirements will not be met and that some automatic safety functions will have to be defeated... In addition to using a set of operator action points to replace the defeated automatic actuat~on, reliance will be placed on expeditious operator action and the fact that the plant is at low power levels.
