PROPOSED CHANGE SPECIAL LOW POWER TEST PROGRAM SALEM UNIT NO. 2 TECHNICAL SPECIFICATIONS DESCRIPTION OF CHANGE Temporarily exempt certain Technical Specification requirements during the conduct of the Special-Low Pow~r Test Program.
Table 3-1 of -the attached Safety Evaluation lists the specifications which will require exemptions and the tests for which-they cannot be met.
REASON FOR CHANGE Permit performance of the Special Low Power Test Program.
These tests would demonstrate the plant's capability in several simu-lated degraded modes of operation and would provide opportunities for additional operator training.
The basic mode of operation to be demonstrated is natural circulation with various portions of the plarit equipment not operating, e.g., pressurizer heaters, loss of offsite power (simulated), Reactor Coolant Pumps for plant cool-down, and isolation of two Steam Generators.
Other tests determine the cooldown capability of the Charging and Letdown System, and demonstrate removal of decay heat with the Auxiliary Feedwater System after a simulated loss of onsite and offsite AC power.
These Technical Specification exemptions would apply only during the test program and Section 3 of the attached --Safety Evaluation explains the reasons these specifications must be exempted.
SAFETY EVALUATION The detailed safety evaluation attached provides the basis for continued plant operation during the te_sts.
PSE&G and Westinghouse Electric Corporation have determined that the propos,ed seven special low power tests are acceptable and can be performed with minimal risk under close operator surveillance of parameters and suitable operator action at predetermined action points.
AMENDMENT CLASSIFICATION Sin~e the proposed test program and safety analysis are based on the program reviewed by the NRC Staff for the TVA Sequoyah plant and the VEPCO North Anna plant, the Staff should be able to conclude that the proposed Technical Specification exemptions do not involve a signif i-cant hazards consideration.
Accordingly, this request has been determined to be in Class III.
