PROPOSED CHANGE SPECIAL TEST EXCEPTIONS POSITION INDICATION SYSTEM -
SHUTDOWN TECHNICAL SPECIFICATIONS SALEM UNIT 2 Description of Change This change would allow suspension of the limitations of Speci-fication 3.1.3.2.2 (Position Indication System -
Shutdown) during the performance of rod drop time measurements and during the rod position indication system calibration provided that either the rod position indicator is operable during the with-drawal of the rods, or Keff is maintained less than or equal to 0.95.
Reason for Change The rod position system at Salem No. 2 cannot be accurately calibrated at COLD conditions.
This change would allow the per-formance of COLD rod drop time measurements at Salem No. 2.
Safety Evaluation The Bases of the Salem No. 2 Technical Specification pertaining to Movable Control Assemblies (Section 3/4.1.3) states:
"The specifications of this section ensure that (1) acceptable power distribution limits are maintained, (2) the minimum SHUTDOWN MARGIN is maintained, and (3) limit the potential effects of a rod ejection accident."
By limiting the K to less than or equal to 0.95 if the rod position system iSf~ot OPERABLE (not calibrated) the three concerns expressed above are eliminated.

SURVEILLANCE REQUIREMENTS

- a.
Within 12 steps when the rods are stationary, and
- b.
Within 24 steps during rod motion.
