Dear Mr. Denton:

NEARSITE EMERGENCY OPERATIONS FACILITY SALEM GENERATING STATION UNIT NOS. 1 AND 2 DOCKET NOS. 50-272 AND 50-311 May 22, 1980 Salem Generating Station, Unit No. 2 received a low power Operating License (DPR-75) on April 18, 1980.

Item C(5) (t) "Emergency Pre-paredness of State and Local Governments - Near-Term Actions (III.Band III.B.l)" in essence endorsed an Emergency Plan and Im-plementing Procedures which had been reviewed by the NRC staff and were in effect at the time of issuance of the Operating License.

As a part of the Implementing Procedures, the Lower Alloways Creek Township (LACT) Municipal Building was named as the offsite assembly point, now referred to as the Emergency Operations Facility (EOF).

Both the Emergency Plan and Implementing Procedures are presently undergoing extensive revision to address NUREG-0654 "Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in Support of Nuclear Power Plants" published Jan-uary, 1980.

As a part of this effort, we have reviewed the desir-ability of maintaining the LACT Municipal Building as the EOF.

The Company has recently leased a facility in Quinton, New Jersey (Figure 1) which is approximately 7-1/2 air miles and 12 road miles from the station.

This facility which is totally occupied by Public Service, is being used as a training center until a new permanent center is constructed nearby in the town of Salem.

We believe if we relocate the EOF to the Quinton facility, it would offer many advantages.

From a radiological and meterological standpoint, the location has a low probability of being affedted by a plant emer-gency; We feel that it is very important that the EOF not be in a location that is dependent upon the emergency action level.

It should be clear and unambiguous as to where people are to report whether the event is an Alert or a General Emergency.

Siting the EOF in close prox~mity to the station does not permit this.

In addition to this consideration, the Quinton facility has

been equipped with numerous telephone lines, has approximately 7000

5-22-80 This facility would be used as the EOF until such time as the Recovery Manager declares that the effected unit is in a safe and stable condition, the event is under control and the probability of significant radiological exposure on the site is low..

At that time, if the Recovery Manager determines that movement of the re-covery management operations to within close proximity of the plant was advantageous, the EOF could be relocated to a yet to be desig-nated faciiity at or near the plant site.

These facilities will be described in the next submittal of our. Emergency Plan.

It is our intention to activate the Quinton facility as the EOF on June 16, 1980.
