Dear Mr. Mittl:
A. Dromerick M. Rushbrook OELD IE ( 3)
FEB 19 1980 BCC:
SUBJECT:
CHANGE IN REVIEW PROCEDURES FOR EQUIPMENT QUALIFICATION DOCUMENTATION FOR THE SALEM NUCLEAR GENERATING STATION, UNIT 2 By letter dated October 11, 1979 you were requested to supply certain data in tabular form regarding the environmental qualification of safety-related equipment, and to address significant aging mechanisms. It was our intent that the NRC staff would review the data submitted, determine the degree to which your equipment qualificaticin program complied with NUREG-0588, "Interim Staff Position on Environmental Qualification of Safety-Related Electrical Equipment 11
, and establish the bases for accept-ing the differences, provided they are justified, between this position and your qualification programs.
However, with the limitations placed on our present resources due to the TMI~2 accident and the need to address the follow-up recommendations resulting therefrom, we are changing the procedures for conducting.this review.
Th~refore, you are requested to conduct this review and report your conclusions as to the adequacy of your equipment qualification pro-gram for each item required to be qualified. Your review should identify, for each item, the degree to which your qualification program complies with the staff's position d~scribed in NUREG-0588.
Where there are deviations, you should provide the basis for concluding that your program demonstrates the item in question is qualified for its service environment.
Should you conclude that your qualification program does not adequately demonstrate that an item is qualified for its service conditions, your*
proposed action to resolve such concerns should be outlined.
We continue to require that the data requested in our letter of October 11, 1979 be submitted for staff review. This information will serve as a basis fer our audit of your qualification review documentation.
We further suggest that the tabular information being provided in response to the earlier letter should be useful as the starting point for the review requested by this 1 etter.
