Dear Mr. Mittl:

SUBJECT:

SINGLE DROPPED ROD EVENTS Westinghouse Electric Corporation -notified the NRC on November 15, 1979, of the potential for predicting more limiting results for single dropped rod events in its power plants with negative rate trips. This matter was discussed further* with Westinghouse and the NRC Staff at a meeting in Bethesda, Maryl and on November 19, 1979.

The interim solution agreed upon at the meeting is:

(a) The plant may-operate in manual control from O to 100% power with no changes in the current rod insertion limits.

{b)

The plant may operate in automatic control from 0 to 90% power with no changes in the current rod insertion limits; above 90% power the D control rod bank would have to be withdrawn to 215 steps or greater.

This has been implemented for operating reactors by an agreement to follow the interim procedures by each licensee on his docket. It seems that the most expedient way to clear up this matter for your reactor would be to provide such a corrmitment.

Please indicate your intent regarding our position on this matter by February 25, 1980.
