PURPOSE The purpose of this procedure is to provide instructions and r~quirernents for the installation of twelve {12) safety
.r~lated hi~h den~ity spent fuel storage racks in the existing spe~t fuel pool at Salem Nuclear Generating ~tation,.Unit No.
- 1.
The install*ation of these spent fuel storage racks. shall be accomplished under a Quality Assurance _progrirn which complies with 10CFRSO*Appendix B and is approved by PSE&G *
. Detailed instructions shall be prepared* by the. contractor to perform.the instaflation.

Using the fuel handlJng cran.e.place all fuel elements in~ racks_9,_ 12, and 6.

Using the fuel handling crane place all burnable poison rods and 6ontro1 rods in the other available cells in racks 9,12, and 6 and in racks 3,8 1 11 atid 14.

Remove the hold down nuts from the seven (7) racks to be.

. D *. Rotate the twenty-six (26) rack interties. associated with racks 1~4,7,10,13,2 and 5 to their unlocked position.

Rinse the rack 9ff with demineralized water util~zing the hand*held lazer.

Rai-se the rack *until it just clears the surface of the pool.

Note:
When the. contamination level* is. le.ss than ten P79 56 36

If contamination level is above 10 mr/hr continue to rinse the rack over the

I.
Relocate "the rack and position it on elevation 130' in the spent fuel building.
J.
Raise, relocate and posiiion the rack inside the port-able enclosu-re.
Note:
All personnel shall conform with the latest H.P.
rules in effect at Salem while cutting up the existing racks.
K.
Plac~ a shipping/burial container alongside the port-able enclosure.
L.
Utilizing a plasma arc cutting machine, cut the rack into segments that will maximize the use of the space inside the shipping/burial cont~iner.
- M.
Wrap and tape each segment or group of segments with polyethelene and place inside the shipping/burial container.
Note:
Each shipping/burial container should hold P79 SG 3G approximately three (3) rac*ks after they have

Locate and identify by benchmarks the east side of racks A-10 ~nd A-7 on the north wall as follows:
- Locate and id en ti fy the di.stance sho'fln on Exxon draw-ing XN-NS-D-044 o.n the north and south edge of the pool.
Stretch a.line fro~ the north to the south edge of.the poo:l.
The line wi 11 be laid across both marks
~n each side of the pool and new ma~ks ~ill be located on the operating floor as far as possible from both edges of the p6ol and on th~ north wall.
Set a sur-veyor's transit up on the oper~ting floor and centered on the line that has been extende~ from th~ soµth ed9e of the pool.
Make certain that the transit is level (level if* required}. *.Locate and,identify this bench-mark on the.north wall.
G.
Locate and identify the north side of rack A-10 *on the west wall as follows:
Locate and identify.the distance shown on Exxon Drawing XN-NS-.D-044 on the e~st and west* sides of the pool.
Stretch.a line between the two marks*on the east and

Survey the spent fuel pool floor at the locations where the racks will be installed.
This is to be performed as follows:
Sit a surveyor's transit on the operating floor and check tb be 6ertain that the transit is level (lev~l if re~uired).
Using the long extension-h~ndle (working off the spent_ fuel pool travelling walkway), check the elevation of.the area where the rack fe~t will rest on the spent fuel pool floor.

Uncrate and assemble the Exxon supplied rack rotating
. beam as shown on Leckenby Drawing T-24.

. Lubricate the four (4) lifting clevis connecting bolts with *Neolube* or equivalent.
C.
Install the two (2) lifting clevis~ utilizing the bolt*s from Step 4-B, to the top grid of the rack to be unloaded.

- Torque the four (4) lifting clevis connecting bolts to 80 ft *. lbs. + 10 ft. lbs.

Connect the Exxon Nuclear supplied sling to the cask handling crane, and to.the rack rotating beam.

Raise and position the rack rotat1.ng. beam *for connecting to the two (2) lifting clevis, which were installed during Step 4-C.

Lubricate the two _(2) rack rotating beam T-24F shoulder link connecting bolts.with aNeolube* or equiv.al en t

Remove_the truck from the unloading bay.

Lower the rack until it is approximately 12-inches from the.floor.

Place two (2) sections of 4*xa* timbers under the outside corner of the *uspended rack.and then, lower the rack until it is -~esting*ori the 4*xg*
timbers.

- Move the overhead cask handling ~rane trolley slightly forward to where the rack passes the.*
center.of gravity and can be lowered into an upright vertical>position.

Remove the two (2) T-24F rack rotating beam shoulder bolts and place them in storage *

Remove. the rack *rotating beam and place 'it in storage.

Disconnect the two (2) lifting clevis and place them in storage.
U.
Repeat Steps 4-B. through 4-T, as. required,. to unload and place the racks in a vertical upright position for cl~aning and installation.
- 5.
Cleaning of Racks A.
Utilizing Plant de~ineralized water, wash down all exposed surfaces.
B.
Plac~.three (3) :to six(~) lint free rags-through the 4-inch ring on the end of the cleaning rod.
(Field Constructed.)
C.
Pour approximately two (2) 9allons of an approved cleaning agent into a bucket.
D.
Put the end of the cieaning rod holding the ~ags
~in Step 5-B*into the approved cleaning.age!lt.
E.
Inser't the cleaning rod into each cell of.the rack to be cleaned until all of the cells are tleaned.
F.
~Have Quality Control *check for cleanliness, -and
- -sign-off on Work-She'et No. 6 *.
G.
- Repeat Steps s~A thro.ugh_S-F, as required for all 9
racks.
Each rack must be cleaned, and signed-off by Quality Control.

- NeoLube* or equivalent.

~rerequisites.and Notes Prior to the installation of racks, perform the following:
A.
Move the fuel-handlin*g crane away ~rom the spent fuel pool.
Park the fuel handling ~rane over the new fuel storage area.
B.
Install the temporary twenty (20) ton rigging crane over the transfer pool using th~ cask handling crane. -

A.
Park the temporary 20 ton crane as close as possible to the north wall.
B.
Using the fuel handling crane place all £uel elements burnable poison rods and control rods in Racks A-10 and A-7.
This to be performed by PSE&G personnel only.
Prior to storing the fuel elements, burnable. poison rods and control rods in racks A-~o, all storage loca-tions shall be checked with a dummy fuel element.
C.
Remove the hold down nuts from the seven (7) racks to be removed.
D.
Rotate the thirteen (13) rack interties associated with racks 14, llt 12, 9, B, 6 and 3 to their unlocked position.
E.
Starting with rack 3, raise the rack until it is just below the surface of the water in the spetit fuel pool.
F.
Rinse the rack off with demineralized water utilizing the hand held lazer.
G.
Check the rack for contamination.

Note:
When the contamination level is less than ten
( l 0) m r /hr * ( o r as low as possible) and the majority of water has drained off, proceed to the next step.
