OF REGULATORY AUDIT IN SUPPORT OF LICENSE AMENDMENT REQUEST TO REVISE TECHNICAL SPECIFICATION SURVEILLANCE REQUIREMENT FREQUENCIES TO SUPPORT 24-MONTH FUEL CYCLES (CAC NO. MF9544; EPID L-2017-LLA-0206)
Dear Mr. Kapopoulos:
By letter dated April 3, 2017, as supplemented by a second letter dated April 3, 2017, and letters dated May 2, 2017, September 28, 2017, and January 8, 2018 (Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML17093A787, ML17093A796, ML17122A223, ML17272A015, and ML18008A135 respectively), Duke Energy Progress, LLC (the licensee) submitted a license amendment request (LAR) for H. B. Robinson Steam Electric Plant Unit No. 2. The proposed amendment would revise certain technical specification surveillance requirements and administrative controls program frequencies from 18 months to 24 months to support 24-month fuel cycle operations.
From November 21, 2017, through January 12, 2018, staff from the Nuclear Regulatory Commission's (NRC's) Office of Nuclear Reactor Regulation conducted an audit to support its review of the LAR. The audit plan is available in ADAMS at Accession No. ML17310A404. The audit occurred at the NRC's office in Rockville, Maryland. An NRC technical reviewer assigned to review the licensee's submittal, Mr. Gursharan Singh, conducted the audit using an internet based portal provided by the licensee. The purpose of the audit was to review the licensee's drift analyses calculations, setpoint methodology procedure, and other licensee-controlled documentation as discussed in the NRC request for additional information (RAI} issued November 20, 2017 (ADAMS Accession No. ML17307A010). Based on the review of a few sample drift calculations and the setpoint methodology, the NRC staff confirmed that the non-docketed information identified in the RAls was made available on the portal and the documents provided sufficient information to support statements made in the LAR. In particular, the NRC staff reviewed three sample calculations and found the calculations are consistent with the EPRI TR-103335, Revision 1 as updated by EPRI TR-103335, Revision 2, and are therefore acceptable. The NRC staff did not identify a need for any additional information beyond that provided in the RAI response dated January 8, 2018 (ADAMS Accession No. ML18008A135).
