Mr. Albert Schwencer, Chief Operating Reactors Branch #1 Division of Operating Reactors REQUEST FOR AMENDMENT ADDITIONAL INFORMATION FACILITY OPERATING LICENSE DPR-70 UNIT NO. 1 SALEM GENERATING STATION DOCKET NO. 50-272 In accordance with the Atomic Energy Act of 1954, as amended and the regulations thereunder, we hereby transmit copies of additional in-formation for changes to Facility Operating License DPR-70 for Salem Generating Station, Unit No. 1.

On June 29, 1978, we made a request for change to the Technical Speci-fications to cove~ operation of the Pressurizer Overpressure Protect-ion System (POPS).

That submittal was made without benefit of Stand-ard Technical Specifications (STS) which have since been issued.

Mr.

Marshall Grotenhuis of your staff has asked us if we would be agree-able to accepting the STS format.

We, hereby, do accept the STS and revised Technical Specification pages are enclosed.

The fees involved with this change were sent to you on February 28, 1979.

This submittal contains one (1) signed original and forty (40) copies.

a.

Two Pressurizer Overpressure Protection System relief valves (POPSs) hith a lift setting of less than or equal to 37S psig, or b.. A reactor coolant system vent of greater than or equal to 3.1~ square inches.

APPLICABILITY:

When the temperature of one or more of lhe ~CS cold legs is less than or equal to 312°F, except when the reactor vessel head is re~oved.

ACTION:

a.

With one POPS i~operable, either restore the inoperable POPS to OPERABLE status within 7 dayi or depressurize and vent the RCS through a 3.14 square inch vent(s) within the next 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br />; r.12intL:i..

the RCS in a vented condition until both POPSs have been restorEd to OPERl\\f:3LE statu:;.

b.

With both POPSs inoperable, depressurize and vent the RCS through a 3.14 square inch vent(s) within 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br />; maintain the RCS in a vented condition until both POPSs have b~en restored to O?ERA3LE status.

c.

In the event either the POPSs or the RCS vent(s).ar2 used to mitigate a RCS press11re transient, a Special Report shall be prepared ~nd submitted to the Cnmmission pursuant to Specifi~ation 6.9.2 within 30 days.

The repo:*t. shall descripe the circtimstances initiating the:

transient, the effect of the PDPSs or vent(s) on the transient and any corr*ect i ve cH;t ion necessary to prevent recurrence.

Performance of a CHANNEL FUNCTIONAL TEST on the POPS actuation channel, but excluding valve operation, within 31 days prior to entering a condition in which the POPS is required OPER/'\\8LE and 2t least once per 31 days thereafter \\>then the POPS is required OPERAGLE.

b.

Performance of a CHANNEL CALIBRATION on the POPS actuation channel at least once per 18 months.

c.

Verifying the POPS i so 1 at ion valve is open at 1 east once per 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> when the POPS is being used for overpressure protection.

d.

Te~ting in accordance with the inservice test requirements for ASME Categ~ry C valves pursuant to Specification 4.0.5.

~Except when the vent pathway is provided with a valve which is locked, sealed, or otherwise secured in the open position, then verify these valves open at 1eas~ once per 31 days.
