OPERATING LICENSE *- SALEM NUCLEAR GENERATING STATION, UNIT 2

. In your letter of May 30, 1979, you submitted notification that construction and *pre-.operational testing of Salem Nuclear Generating Station, Unit 2 has been substantially completed and that the unit j~ ready for initial fuel loading, testing, and operation.

You also requested the issuance of an operating license for Salem Unit 2.

As you knOh!, the NRG staff is currently conducting a thorough investigation of the r1:arch 28, 1979 incid.ent at the Three Mile Island Po\\':er Plant, Unit 2.

TI1is investigation includes studies of the potential design deficiencies in the plant,,

operator. response to tile acddent including operator errors and/o_r *misinter-pretation of plant instrumentation and all other aspects of the accident which might lead to information that vmuld,improve _the safety of nuclear power plants.

The results of these investigations will also be applied to plants that are

  • currently under construction and for \\'lhich operating licenses have bee'n applied for but not yet issued such as the Salem r-:uclear: Generating Station, Unit 2.

Any ne111 safety requirements arising from these investigations, will be evaluated*

to determin;:: i*:hether they are applicable to the Salem t*\\uclear Generating Station, Unit 2 and \\'Ji 11 be applied to Unit 2 accordingly e

~1e recognize that these investigations will delay the issuance of an operating license for Unit 2 and that a hardship ~"Jill be placed on the Public Service Electric and Gas Company.

Dear Mr. Denton:

OPERATING LICENSE UNIT 2 SALEM NUCLEAR GENERATING STATION DOCKET NO. 50-311 May 30, 1979 Public Service Electric and Gas Company hereby submits notif ica-tion that construction and pre-operational testing of Unit 2, Salem Nuclear Generating Station has been substantially completed such that the unit is ready for initial fuel loading, testing and operation.

We, therefore, request the issuance of an operating license for Salem 2 in order that we may proceed with initial fuel loading and startup of the unit.

We have been advised that at least a three-month delay is ex-pected in the licensing process for Salem 2, which is a duplicate of Salem 1.

The latter unit has been in commercial operation since June 30, 1977.

However, in view of the reduction in con-sumption of oil and lower cost electricity which can be generated by Salem 2, we believe it is essential that this unit be placed in operation as soon as possible.

Each day of full-load opera-tion will conserve the equivalent of 45,000 barrels of oil and will result in a $600,000 savings to the customers of the four utilities sharing the output from the Salem Station.
