P..c..~istrative Carmittee 21-79 RESOLUTION OPPOSING THE STORAGE OF HIGH LEVEL PADIOACTIVE WASTES IN SALEM COUNTY WHEREAS, Public Service Electric and Gas Company has applied for an amendment to its facility operating license for increase capacity fuel racks at the Salem Nuclear *Generating Station; and WHERR.~S, the citizens of this County are seriously concerned over the dangers and risks associated with the increase in storage of hazardous radioactive wastes at the said Nuclear Generating site in Lower Alloways Creek Township; and WHEREAS, the increased storage capacity of hazardous high level I radioactive wastes could significantly affect the health of the I residents of Salem County; and WHEREAS, there is a question as to the emergency need to in-crease the storage capacity of spent fuel at the nuclear generating facility, aforesaid; in that the existing storage pool contains sufficient space necessary to accomodate full core dis~harge and als to accomodate normal refueling discharges; and WHEREAS, the health of and welfare of the residents of Salem County is first and foremost in the minds of this Board; Now, Therefore, Be It Resolved by the Salem County Board of Chosen Freeholders that it is opposed to the concept of re-racking spent fuel at the Nuclear Generating units situate in the Township of Lower Alloways Creek or any increase on storage of spent fuel assemblies over the original plan; a~d BE IT FURTHER RESOLVED that this Board opposes the construction G;::ORGE S.   • fuel for a reasonable cooling per.iod, or of any independent storage facilities for spent fuel within the Countyi and BE IT FURTHER RESOLVED that this Board urges the U.S. Nuclear Regulatory Corrunission to fulfill its obligation pursuant to the U.S.

code, Title 42, Section 5877, that immediate programs be initiated for the permanent disposal of spent fuel away from reactor sites and outside the County of Salem and that no further operating permit be issued the Nuclear Generating sites in Lower Alloways Creek Township until such time as permanent disposal sites for spent fuel are operational and available; and BE IT FURTHER RESOLVED that copies of this resolution be for-varded to:
