SALEM NUCLEAR GENERATING STATION UNIT NO. 2 By letter, dated November 20, 1978, Public Service Electric and Gas Company (applicant) submitted information in the form of tables in support of a response to NRC questions 5.62 and 5.82 dated:Aprfl 18, 1978, for additional information on th~Salem Nuclear Generating Station, Unit No. 2.
The applicant 1 s November 20, 1978 1 etter requested that the information, which is proprietary to the Westinghouse Electri_c Corporation, be t*lithheld from public disclosure in accordance wJth 10 CFR Section 2.790 of the Commission's regulations and provided affidavits CAW-78-81 and AW-76-29, dated Nove.mber 15, 1978 and July 23, 1976, respectively.
The applicant's letter requested that correspondence \\*rith respect to Hie proprietary aspects of this application be addressed to you.
Your reasons for requesting our withholding these tables from public disclosure, ~1hich show mass and energy releases'to containment due to a postulated main steam line break, are the same as those previously.
submitted by ~Jestinghouse letter, dated January 4, 1977 from R. A. Heisemann to J. F. Stolz for another application. In your affidavit, AW-76-29, also submitted with the January 4, 1977 letter, you stated that Westinghouse had expended a considerable amount of development effort in formulating the analytical methods, in performing the. analyses, in evaluating the data, and in performing engineering and research backup support for this informa-
. tion. Eurther, you stated that disclosure of this information would be harmful to the Westinghou~e competitiv~ position.
By letter, dated Ju-ne 14, 1978, from J. F. Stolz to R. A. \\tliesemann, this information was withheld from public disclosure.

We have also found at this time that the right of the publiC to *be fully
, apprised as to the bases for and effects of the proposed licensing action does not outweigh the* demonstrated concern for your competitive position.
Our reason for this determination is that the data wilT be made available to those members of the public, including architect engineers who hav~
a need for its use in designing, constructing, licensing, or operating a plant, under appropriate protective agreements.
Accordingly, we have determined that the information should b~ withheld from public disclosure.
We, therefore, approve your request for withholding pursuant to Section 2.790 of 10 CFR Part 2 and are withholding from public inspection the mass and energy release data sought to be withheld in your application CJ.H*J-78-81.
Withholding from public inspection shall not affect the right, if any, of persons properly and directly concerned to inspect the documents.
If the need arises, we may send copies of this information to our consultants working in this ~rea. We will, cif course, assure that the consultants
- have signed the appropriate agreements for handling proprietary data.
If the b~sis for withholding this information from public inspection would change in the future such that the information could then be-made avail-ab_le for public inspection; you should promptly notify the NRC.
