Dear Mr. Kennedy:

U.S. Department of Homeland Security FEMA Region 6 800 North Loop 288 Denton, TX. 76209-3698 FEMA Enclosed is a copy of the radiological emergency preparedness After Action Report for the Ingestion Pathway exercise held on December 5-6, 2017, for the Waterford 3 Steam Electric Station (Waterford 3). FEMA Region 6 staff evaluated the implementation of radiological response plans by the state and local offsite response organizations within Louisiana. One Plan Issue (70-16-lcl-P-1) was identified during the exercise. Updates to the State of Louisiana Emergency Operations Plan and procedures have resolved this Plan Issue.

Based on the results of the exercise evaluation, the off site radiological emergency response plans and preparedness for the State of Louisiana and the affected local jurisdictions are deemed adequate to provide reasonable assurance. Appropriate measures, by the offsite response organizations, can be taken to protect the health and safety of the public in the event of a radiological emergency. Therefore, 44 CFR Part 350 approval of the offsite radiological emergency response plans and preparedness for the State of Louisiana, specific to Waterford 3, will remain in effect.
