ACCEPTANCE FOR REVIEW OF RELIEF REQUEST RV-02 IN CONJUNCTION WITH THE LAR TO ADOPT TSTF-334-A (EPID-L20180LLR-0004)
Subject:
LaSalle County Station, Units 1 and 2, Renewed Facility Operating License Nos. NPF-11 and NPF-18 NRC Docket Nos. 50-373 and 50-374 Application to Revise Technical Specifications to Adopt TSTF-334-A, "Relaxed Surveillance Frequency for Excess Flow Check Valve Testing," and Inservice Testing (IST) Relief Request RV-02 Related to Excess Flow Check Valve Testing Frequency
Dear Ms. Simpson and Mr. Gullott:
By letter dated February 7, 2018 (ADAMS Accession No. ML18039A123), pursuant to 10 CFR 50.55a, "Codes and standards,"
paragraph (z)(1), Exelon Generation Company, LLC (EGC) requested NRC approval of the relief request (RR) RV-02 associated with the fourth 10-year interval Inservice Testing (IST) Program for LSCS, Units 1 and 2. The IST RR was submitted to request relief from the 10 CFR 50.55a requirements for testing the EFCVs in accordance with the American Society of Mechanical Engineers Operation and Maintenance (ASME OM) Code requirements. The IST RR was submitted to modify the IST Program to be consistent with the proposed TS change to adopt TSTF-334-A.
The purpose of this letter is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staff's acceptance review of the above listed requests. The results of the NRC staff's acceptance review of the remaining requests in licensee's submission will be addressed via separate correspondence. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
Pursuant to Title 10 of the Code of Federal Regulations (10 CFR) 50.55a(z)(2), the applicant shall demonstrate that the proposed alternatives would provide an acceptable level of quality and safety, or that compliance with the specified requirements of 10 CFR Section 50.55a would result in hardship or unusual difficulty without a compensating increase in the level of quality or safety.
The NRC staff has reviewed your application and concluded that it does provide technical information in sufficient detail to enable the staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed amendment in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the staff's ability to complete the detailed technical review are identified despite completion of an adequate acceptance review.
You will be advised of any further information needed to support the NRC staffs detailed technical review by separate correspondence.
Based on the information provided in your submittal, the NRC staff has estimated that this licensing request will take approximately 243 hours0.00281 days <br />0.0675 hours <br />4.017857e-4 weeks <br />9.24615e-5 months <br /> to complete. The NRC staff expects to complete this review by the requested date of February 7, 2019.
If there are emergent complexities or challenges in our review that would cause changes to the initial forecasted completion date or significant changes in the forecasted hours, the reasons for the changes, along with the new estimates, will be communicated during the routine interactions with the assigned project manager.
These estimates are based on the NRC staff's initial review of the application and they could change due to several factors including requests for additional information, unanticipated addition of scope to the review, and review by NRC advisory committees or hearing-related activities. Additional delay may occur if the submittal is provided to the NRC in advance or in parallel with industry program initiatives or pilot applications.
