PALISADES PLANT-REQUEST FOR ADDITIONAL INFORMATION RELATED TO NRC GENERIC LETTER 97-04 (TAC NO. MA0021)

Dear Mr. Haskell:

The staff issued Generic Letter (GL) 97-04, "Assurance of Sufficient Net Positive Suction Head for Emergency Core Cooling and Containment Heat Removal Pumps," on October 7, 1997. The generic letter requested that licensees provide information necessary to confirm the adequacy of the net positive suction head available for emergency core cooling and containment heat removal pumps. By letter dated January 5, 1998, Consumers Energy Company submitted its 90-day response to GL 97-04. The staff has reviewed Consumers Energy's response and has determined that additional information is necessary. Please provide the information in the enclosed request within 30 days from the date of this letter.

REQUEST FOR ADDITIONAL INFORMATION REGARDING CONSUMERS ENERGY COMPANY'S RESPONSE TO NRC GENERIC LETTER 97-04 PALISADES NUCLEAR PLANT DOCKET NUMBER 50-255

1. In response to question 1, it is stated that "the containment water level, which determines hst, is conservatively assumed to be less than the predicted minimum water level following a large break LOCA." What is the predicted minimum water level, e.g;, the containment floor or an amount above the containment floor?
2. What is the maximum *sump temperature assumed in the NPSH analyses? Is subcooling credited?
3. In response to question 2, eight cases are evaluated. In Case 1, "Left Channel Failure of Safety Injection," the NPSH available is less than the NPSH required for a small amount of time. Why isn't this the design case for Palisades?
4. In response to question 3, it is stated that the current NPSH analyses were completed in November 1996 under 10 CFR 50.59. Discuss the changes made to the analyses between the current NPSH analyses and the previous NPSH analyses.
