PALISADES PLANT-CLOSEOUT OF GENERIC LEITER 97-04, "ASSURANCE OF SUFFICIENT NET POSITIVE SUCTION HEAD FOR EMERGENCY CORE COOLING AND CONTAINMENT HEAT REMOVAL PUMPS" (TAC NO. MA0021) I
Dear Mr. Haskell:
On October 7, 1997, the U.S. Nuclear Regulatory Commission issued Generic Letter (GL) 97-04, "Assurance of Sufficient Net Positive Suction Head for Emergency Core Cooling, and Containment Heat Removal Pumps," to all holders of operating licenses or construction permits. Consumers Energy Company provided its response to GL 97-04 on January 5, 1998. We issued a request additional information (RAI) about the response on July 2, 1998. -You responded to our RAI on August 3, 1998. During the weeks of July 6 and July 20, 1998, an.Engineering and Technical Support Inspection Team identified two concerns with the GL 97-04 response, as documented in Inspection Report 50-255/98012. Specifically, the team was concerned that containment spray pump P-54A and high-pressure safety injection pump P-66A had inadequate net positive ~ suction head (NPSH) available for a short period during pump suction switchover at the / initiation of the accident.recirculation phase. The team also concluded that there was . insufficient information in the GL 97-04 response to substantiate the conclusion that pump operation in this manner was acceptable. The team's second concern involved apparent discrepancies in the supporting analysis. ) To address the first concern, you stated in your August 3, 1998, letter that additional discussions were -held with the pump manufacturers. Based on these discussions, the manufacturers forwarded additional documentation to you confirming that the pumps would continue to operate and deliver flow for several minutes until the required NPSH is met through proceduralized operator actions.
