NRC RADIATION PROTECTION INSPECTION REPORT 50-255/97012(DRS)

Dear Mr. Palmisano:

On September 26, 1997, the NRC completed an inspection of your Palisades Nuclear

Generating Plant. The enclosed report presents the results of that inspection.

The inspection was an examination of activities conducted under your license as they relate to

radiation safety and to compliance with the Commission's rule.s and regulations and with the

conditions of your license. The purpose of the inspection was to review your programs for

gaseous and liquid effluents control and radiological environmental monitoring. The inspection

consisted of a selective examination of procedures and representative records, observations of

work in progress, and interviews with personnel. No violations of NRC regulations were

identified.

Overall, our review indicated that the radiological effluents control and radiological

environmental monitoring programs at your facility were well managed and effectively

implemented. In particular, your staff maintained both liquid and gaseous effluents at low levels

as a result of implementing effective ALARA practices. The response of the radiation

protection staff to an abnormal release of radioactive gas in which several workers were

contaminated was appropriate. In addition, due to our concern over waste gas system material

condition and performance we intend to closely monitor your efforts for improvement in this

area.

In accordance with 1 O CFR 2.790 of the NRC's "Rules and Practice," a copy of this letter and its

enclosure will be placed in the NRC Public Document Room (PDR).
