SUBJECT:

NRC INSPECTION REPORT 50-255/97006(DRP)

Dear Mr. Palmisano:

On May 23, 1997, the NRC completed an inspection at your Palisades Nuclear Generating

Plant. The enclosed report presents the results of that inspection.

The inspection covered a 6-week period. Areas examined during the inspection are

identified in the report. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, interviews with personnel, and

observation of activities in progress. The purpose of the inspection eff art was to

determine whether activities authorized by the license were conducted safely and in

accordance with NRC requirements.

Operations performance continued to improve, with better communications noted between

operators and maintenance personnel regarding the status of maintenance and surveillance

activities. However, continued attention is needed in the areas of procedural deficiencies

and plant material condition. During this inspection period, two instances of inadequate

guidance in procedures were noted, resulting in an inadvertent pump start and the failure

to report a single component actuation. Also, the use of catch basins to route the leakage

of various system components has increased. This increased leakage may be indicative of

a decline in the material condition of the plant.

No violations or deviations of NRC requirements were identified. *
