NORTH ANNA POWER STATION, UNITS 1 AND 2 - SUPPLEMENTAL INFORMATION NEEDED FOR ACCEPTANCE OF REQUESTED LICENSING ACTION RE: TSTF-522, REVISION TO VENTILATION SYSTEM TESTING REQUIREMENTS (EPID L-2018-LLA-0015)
Dear Mr. Stoddard:
By letter dated January 22, 2018, Virginia Electric and Power Company (Dominion) submitted a license amendment request for the North Anna Power Station, Units 1 and 2 (North Anna). The proposed amendment would modify the North Anna Technical Specification requirements regarding ventilation system testing in accordance with the Technical Specifications Task Force traveler, TSTF-522, "Revise Ventilation System Surveillance Requirements to Operate for 10 Hours per Month." The purpose of this letter is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staff's acceptance review of this amendment request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
Consistent with Section 50.90 of Title 10 of the Code of Federal Regulations (10 CFR), an amendment to the license (including the technical specifications) must fully describe the changes requested, and following as far as applicable, the form prescribed for original applications. Section 50.34 of 10 CFR addresses the content of technical information required.
This section stipulates that the submittal address the design and operating characteristics, unusual or novel design features, and principal safety considerations.
The NRC staff has reviewed your application and concluded that the information delineated in the enclosure to this letter is necessary to enable the staff to make an independent assessment regarding the acceptability of the proposed amendment request in terms of regulatory requirements and the protection of public health and safety and the environment.
In order to make the application complete, the NRC staff requests that Dominion supplement the application to address the information requested in the enclosure by March 26, 2018. This will enable the NRC staff to begin its detailed technical review. If the information responsive to the NRC staff's request is not received by the above date, the application will not be accepted for review pursuant to 10 CFR 2.101, and the NRC will cease its review activities associated
with the application. If the application is subsequently accepted for review, you will be advised of any further information needed to support the staff's detailed technical review by separate correspondence.
The information requested and associated time frame in this letter were discussed with Mr. Craig Sly and others of your staff on March 7, 2018.

SUPPLEMENTAL INFORMATION NEEDED FOR LICENSE AMENDMENT REQUEST REGARDING TSTF-522, REVISION TO VENTILATION SYSTEM TESTING REQUIREMENTS VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION, UNITS 1 AND 2 DOCKET NOS. 50-338 AND 50-339 The U.S. Nuclear Regulatory Commission (NRC) staff has performed its initial acceptance review of Virginia Electric and Power Company's (Dominion) license amendment request (LAR) dated January 22, 2018 (Agencywide Documents Access and Management System Accession No. ML18029A118), related to Technical Specifications Task Force traveler, TSTF-522 on ventilation system testing for the North Anna Power Station, Units 1 and 2. Based on its review, the staff finds that the current application does not reasonably appear to contain sufficient information both in scope and depth for the NRC staff to conduct a detailed technical review. The information identified below is necessary to enable the staff to make an independent assessment regarding the acceptability of the proposed amendment request in terms of regulatory requirements and the protection of public health and safety and the environment.
Dominion's requested changes in the LAR go beyond the scope of TSTF-522 and what the NRC specifically approved when making TSTF-522 available for adoption. TSTF-522 did not endorse changes to testing requirements in the Ventilation Filter Testing Program (VFTP). Rather, the model safety evaluation (SE) for TSTF-522 concluded that for plants with certain pre-established testing requirements, adopting the TSTF-522 changes (i.e., reducing the ventilation systems' surveillance duration) would be acceptable. It appears Dominion is requesting a change to ventilation system testing requirements (i.e., revising TS 5.5.10 to change the relative humidity for certain engineered safety features ventilation system testing), in addition to the TSTF-522 changes, without providing a specific evaluation of the proposed change to those testing requirements.
In order to make the application complete, the NRC staff requests that Dominion submit a supplement to address the following information:
- 1) Dominion should supplement the application to provide a detailed discussion and justification of the proposed VFTP changes because the LAR does not provide this level of detail, and a change to the VFTP was neither proposed in TSTF-522, nor evaluated by the staff in making TSTF-522 available for adoption. Specifically, the increase in relative humidity from 70% to 95% for the testing of the MCR/ESGR EVS in TS 5.5.1 O.c., and the corresponding removal of the requirement to have the heaters operating in SR 3.7.10.1, should be explicitly addressed and justified.
- 2) Similarly, Dominion should review and revise, as necessary, the proposed no significant hazards consideration evaluation (NSHC) provided in the LAR, to ensure that the evaluation fully addresses the proposed changes to the VFTP, in addition to the changes addressed by the generic NSHC evaluation associated with TSTF-522.
