NRC PALISADES EMERGENCY PREPAREDNESS EXERCISE INSPECTION

. REPORT 50-255/98021 (DRS)

Dear Mr. Palmisano:

On December 4, 1998, the NRC completed an inspection of your emergency preparedness

biennial exercise at the Palisades Nuclear Plant. The purpose of this inspection was to

evaluate the performance of your emergency response organization during the exercise. The

enclosed report presents the results of that inspection.**

A.reas examined within your emergency preparedness exercise performance are identified in

the report. Within those areas, the inspection consisted of a selective examination of

procedures and representative records, observation of performance, and interviews with staff.

The objective of the inspection effort was to determine whether the Palisades Emergency Plan

was adequate and station personnel'were capable of implementing the Palisades Emergency

Plan in accordance with NRC requirements. Based on the results of this inspection, no *

  • violations of NRC requirements were identified.

Overall performance during the 1998 Emergency Preparedness exercise was very good and

demonstrated that your emergency plan implementation activities met regulatory requirements.

The performance of the staffs in the Control Room Simulator, Technical Support Center,

Operations Support Center and Emergency Operations Facility contributed to safety by taking

appropriate actions to mitigate the simulated accident and protect the public. They met the

exercise objectives while complying with emergency plan and regulatory requirements. Staff

and management effectively conducted post-exercise critiques.
