SURVEILLANCE REVISION Consumers Power Company submitted a Technical Specifications change request proposing revision of the Administrative Controls section on December 11, 1995.
Change 11 of that request proposed deleting surveillance requirement 4.6.2b (containment spray nozzle testing) and relying upon a similar ASME Boiler and Pressure Vessel Code Section XI testing requirement, Article IWC-5222( d). That change would relax the testing frequency from five years to ten years, as suggested in Generic Letter 93-05.
After discussing the change with the NRC Palisades Project Manager, it was concluded that retaining surveillance requirement 4.6.2b, but with a ten year frequency, would meet the intent of the originally proposed change, and would avoid any question about the exact equivalence of the two requirements. Therefore, this letter revises our change request accordingly. This revision does not alter the conclusions of the previously submitted No Significant Hazards Analyses. A revised page 4-39 (re-numbered as 4-24), which retains surveillance 4.6.2b, but alters its frequency from five years to ten years, is provided as Attachment 1.
