The Unresolved Item (255/95004-05) concerns the adequacy of the west wall of the Turbine Lube Oil Room to provide three-hour separation for the fire area boundary from the safety-related equipment located in the Turbine Building and the adequacy of the Component Cooling Pump Room wall to provide separation for a fire area boundary from the Turbine Building.
BACKGROUND A safety inspection by resident and regional inspectors was conducted March 6-10, 1995 (NRC Inspection Report 255/95004) dated May 19, 1995.
Inspection Report 255/95004 documented the results of a routine safety inspection and resulted in the identification of an Unresolved Item (255/95004-05), pending further NRC review on fire barrier adequacy. On October 19, 1995 two revised fire area boundary (Generic Letter 86-10) evaluations were sent to Region Ill entitled r

2 11 Analysis-46, Pipe Tunnel Between Turbine and Feed water Purity Building and Associated Openings, 11 Rev 1, and "Analysis-4 7, West Wall of Component Cooling Pump Room, 11 Rev 2. Subsequently, NRC Region Ill personnel met with Consumers Power personnel on October 24, 1995 to discuss the results of further NRC review of the unresolved item. The purpose of this letter is to provide a response to the issues identified in the October 24, 1 995 meeting and to provide a proposed schedule for resolution of each item.
The issues are:
- 1.
Adequacy of the west wall of the Turbine Lube Oil Room to provide three-hour separation from the safety-related equipment located in the Turbine Building.
- 2.

- 4.
Adequacy of the Component Cooling Water (CCW) Pump Room wall 1 O' X 12' opening to provide fire area boundary separation from the Turbine Building.
An analysis of the ability to safely shut down the plant after a fire that affects the Turbine Lube Oil Room, Turbine Building and the CCW Pump Room.
Compensatory measures for the areas of concern until a final resolution is agreed upon.
The proposed resolutions.with a schedule for completion are discussed below.
Issue 1:
Adequacy of the west wall of the Turbine Lube Oil Room to provide three-hour separation from the safety-related equipment located in the Turbine Building.
Response to Item 1 :
Three actions will be taken concurrently to address the possible resolutions to this concern. They are:
1.
Review the regulatory criterion for a 3-hour fire barrier.
- 2.
Quantitatively analyze the existing configuration.
- 3.
Perform further studies to evaluate modifying the west wall in the Turbine Lube Oil Room.
The schedule for completing the above reviews and presenting the final proposed resolution to the NRC is March 31, 1996.
Issue 2:
Adequacy of the CCW Pump Room wall 1 O' X 12' opening to provide fire area boundary separation from the Turbine Building.
Response to Item 2:
Similar to Item 1, three actions will be taken concurrently to address the possible resolution to this concern.* They are:
1.
Review the. regulatory criterion for a 3-hour fire barrier.
- 2.
Quantitatively analyze the existing configuration.
3.
Perform further studies to evaluate modifying the west wall of the CCW Pump Room.
Issue 3:
3 An analysis of the ability to safety shut down the plant after a fire that affects the Turbine Lube Oil Room, Turbine Building and the CCW Pump Room.
Response to Item 3:
If the fire area boundary issues identified above cannot be shown to provide adequate barriers, then the three areas will be reanalyzed and a post-fire safe shutdown analysis will be performed to specify the appropriate actions for such as combination. A schedule for this effort will be developed at the time such a reanalysis of these areas is determined necessary.
Issue 4:
Compensatory measures for the areas of concern until a final resolution is agreed upon.
4 Response to Item 4:
The hourly fire tours, which have been in place since September 1994 have been more specifically targeted for the two areas of concern and will remain in place until Unresolved Item 255/95004-05 is satisfactorily addressed. The hourly fire tour meets the actions required by the Palisades Fire Protection Program for inoperable fire barriers. Consumers Power Company put these fire tours in place when vulnerabilities were recognized due to inadequacies in the old Fire Protection Program. Our Appendix R upgrade effort, which is now over 85% complete, will be concluded in June 1996.
Additionally, Consumers Power will utilize the services of an independent nationally known fire protection expert to review our evaluations.
SUMMARY
OF COMMITMENTS This letter contains five new commitments and no revisions to existing commitments.
1.
Provide a proposed resolution to the question of adequacy of the west wall of the Turbine Lube Oil Room to provide three-hour separatioo from the safety-related equipment located in the Turbine Building by March 31, 1996.
- 2.
Provide a proposed resolution to the question of adequacy of the CCW Pump Room wall 1 O' X 12' opening to provide fire area boundary separation from the Turbine Building by March 31, 1996.
- 3.
If Items ( 1) or (2) above cannot satisfy the requirements of the Fire Protection Program, an analysis will be performed to determine the ability to safely shut down the plant for a fire that affects the Turbine Lube Oil Room, Turbine Building, and the CCW Pump Room. The schedule for completion will be established at the time such an analysis is determined necessary.
, 4.
Maintain an hourly fire tour for the Turbine Lube Oil Room west wall and CCW Pump Room west wall opening until resolution of Unresolved Item 255/95004-05.

An independent fire protection expert will be utilized to review and comment on the proposed resolution for commitments ( 1) and (2) above.
