NOTICE OF VIOLATION ton~umers Power.Company
- Palisades Nuclear Generating Plant Docket No. 50-255 License No. DPR-20 During an NRC inspection conducted August 22-August 26, 1994, a violation of.
NRC requiremants was identified.
In accordance with the "General Statement of Pol icy and Procedure for NRC Enforcement Act1ons," 10 CFR Part 2, Appendix C (1994), the violation is listed below; 10 CFR Part 50, Appendix B, Criterion V, "Instructions, Procedures, and Drawings;" requires in part that activities affecting quality be prescribed.by documented instructions or procedures of a type appropriate to the circumstances..
Technical Specification 6.8.1.a req~ires that ~ritten.
proc~dures be established, implemented, and maintained covering activities recommended in Appendix "A" of Regulatory Guide 1.33. Appendix "A" of.
Regulatory Guide 1.33 recommended combating emergencies and other significant events as being a safety-related activity that should be.covered by written*
procedures.
Consumers Power Company Procedure EOP 9.0, "Functional Recovery Procedure," issued June 3, 1994, was a procedure for combating emergencies and
.other significant events.
- Step 1 of the continuing actions for PCS/core heat removal of procedure EOP 9.0 provided instructidns for conse~ving condensate
- storage inventory ih order to combat emergencies and other significant events~

If an adequate reply is not received within.the time ~pecified in this Notice, an order or a Demand For. Information may be issued as to why the license should hot *be modified; suspended~ or revoked, or why such other action as may be proper should not be taken.
