SUBJECT:

NRC INSPECTION REPORT NO. 50-255/94012

This refers to the routine* safety inspection conducted by Messrs .. M. E.

Parker, D. G. Passehl, R;. L. Hague, J. F .* Schapker, C. N. Orsini, and

K. Salehi of this office from July 1 through August 19, 1994.

The inspection

included a revi~w of activities at your Palisades Nuclear Generati~g Facility.

At the conclusion of the inspection, the findings were discussed with those

members of your staff identified in the enclosed report.

Areas.examined during the inspection are identified in the repo~t. Within

these areas, the inspection consisted of a selective examination of pr~cedures

and representative records, interviews with personnel, and observation of

activities in progress.

The purpose of the inspection was to determine

whether activities authorized by the license were conducted safely and in

accordance with NRC requirements.

In addition, a meeting was held at your

Palisades Site on August 3, 1994, to discuss your Palisades Fabrication

Validation Plan to verify the acceptability of multi-assembly sealed baskets

(MSBs) for the dry spent fuel storage system.

There w~s one Unresolved Item identified.during this inspection pertaining to.*

material condition deficiencies of charging pump P-SSA that has led to an

increased out-of-service time to effect repairs.

Your s.taff agreed to respond

in writing within 60 days of receipt of this letter stating the actions you

propose to improve the material condition of the pump to reduce the out-of-

service time and the potential challenge to the Technical"Specification

Limiting Condition for Operations.

Based 6n the results of this insp~ction, certain of your activities fnvolving

sampling of spent fuel pool water for boron concentration during dry cask

loading activities, appeared to be in violation of NRC requirements.

How~ver,

as described in the enclosed inspection report, you identified this violation.

Therefore,* the violation will not be* subject to enforcement action because

your efforts in identifyin*g and correcting the violation* 'met the criteria

specified in Section VIl.B (2) of the "General Statement of Policy and

Procedure for NRC Enforcement Actions," (Enforcement Policy, 10 CFR Part 2,
