GENERIC LETTER 88-20, SUPPLEMENT 4, INDIVIDUAL PLANT EXAMINATION OF EXTERNAL EVENTS FOR SEVERE ACCIDENT VULNERABILITIES This letter provides the annual update of the status of the Palisades response to Generic Letter 88-20 Supplement 4, "Individual Plant Examination of External Events (IPEEE) for Severe Accident Vulnerabilities - 10CFR50.54(f)".
Our previous letters dated September 16, 1992 and December 20, 1991, provided our plans for implementing the Generic letter recommendations.
- Overall, Palisades believes that this project is proceeding in a manner that will support completion by June 30, 1995 as committed in our September 16, 1992 submittal.
The status of the major milestones for the IPEEE is provided below.
The status is presented in four parts: seismic; fire; other external events; and final report.
Seismic NOTE: Palisades has reviewed NUREG-1488, "Revised Livermore Seismic Hazard Estimates for 69 Nuclear Power Plant Sites East of the Rocky Mountains."
The review resulted in the decision to use the NUREG-1488 seismic hazard curves for the quantification of the seismic IPEEE.
The following project major milestones are completed:
- ground response spectra has been developed;
- soil failure and soil-structure interaction evaluations are completed;
- equipment needing a seismic walkdown has been identified; and
- the seismic walkdowns have been completed.
Compiling the seismic walkdown data is expected to be completed in the third quarter 1994.
This is slightly behind our original schedule of second quarter 1994, but is not expected to impact our final completion date.

Performing the electrical relay review has started, but has had considerable delays. This task is now receiving a higher priority and is expected to be completed by the end of the fourth quarter 1994.
This is behind the original schedule of the first quarter 1994 but is not expected to impact our final completion date due to the higher priority and the new schedule.
2 Seismic screening quantification of the Probabilistic Risk Assessment (PRA) was separated into two tasks, one for equipment and one for relays, to reduce the impact of the electrical relay review delays on the schedule.
The equipment screening quantification has started and is expected to be completed in the fourth quarter 1994 which is slightly behind the original schedule of third quarter 1994.
The relay screening quantification will be performed
~ol~owing the ~ourth quarter-1994 completi-0n of the relay review, and is expected to be completed in the first quarter 1995.
Both screening quantifications will identify the equipment or relays that may require detailed seismic evaluations.
Final quantification of the seismic models will be performed following the completion of the relay and equipment detailed seismic evaluations and is expected to be completed by the end of the first quarter 1995.
By separating these two tasks and elevating the priority of the relay review, the final project completion date is not exp~cted to be affected.
Fire The fire ~ortion of the lPEEE has been started and is expected to be completed in the first quarter 1995.
This expected completion schedule will support the final IPEEE completion date of June 30, 1995.
The following milestones have been completed:
- fire zones/fire areas have been identified;
- preliminary fire initiator probabilities have been determined; and
- initial screening fire models have been developed.
The identification of the fire areas associated with each component in the PRA model has started and is expected to be completed in the third quarter 1994.
Preliminary quantification to support the fire evaluation is expected to start following the fire are~/component identification.
Expected completion is fourth quarter 1994.
Refinements to the fire initiator probabilities or fire models, and their
- re-quantification are expected to start and end in the fourth quarter 1994.
The final fire quantification is expected to be completed in the first quarter 1995.
- i1 Other External Events The other external events evaluation has been started and is expected to be completed in the fourth quarter 1994. This expected completion will support the final IPEEE completion date of June 30, 1995.
The following milestones have been completed:
- other external events to consider have been identified; and
- screening criteria and method have been developed.
Preliminary results are expected in the third quarter 1994.
Refinements and final results are expected in the fourth quarter 1994.
Final Report 3
The draft final report is expected to be completed early in the second quarter 1995.
This is behind the original schedule.of fourth quarter 1994, but is not expected to impact the final completion date.
The internal review of the final report is expected to be completed in the second quarter 1995, slightly behind the original schedule of the first quarter 1995. This is not expected to impact the final completion date.
The final reP-ort_is expected to be issued to the NRC on schedule, by June 30, 1995.
