PALISADES PLANT - EMERGENCY DIESEL GENERATOR (EOG) STARTING TIME AND JUSTIFICATION FOR CONTINUED OPERATION WITH NONCONFORMING EOG FUEL OIL SUPPLY SYSTEM (TAC NO. 89231)

In response to recent NRC staff inquiries on Palisades' Technical Specifications (TS) surveillance requirements for monthly testing of the EDGs, Consumers Power Company (CPCo) submitted an interpretation of the TS and associated procedures by letter dated June 1, 1994.

CPCo's followup letter of June 3, 1994, commits to modifying the EOG starting circuitry by the end of the 1995 refueling outage.

Jn addition, by letters dated May 23, June 3, and June 6, 1994, CPCo provided a justification for continued operation (JCO) of the Palisades Plant despite the fact that the EOG fuel oil supply system does not fully comply with General Design Criterion (GOC) 2.

'CPCo's JCO is based on measures to compensate for a potential tornado missile induced failure of storage tank T-10, a potential seiche induced failure of the fuel oil transfer pumps, or a potential seismic induced failure of the fuel oil transfer system.

To compensate for the failures induced by the tornado or the seismic event, you have a plan in place to manually transfer fuel oil from storage tank T-926 using a manually connected hose and an air operated pump.

We have inspected the equipment necessary for the manual transfer of fuel oil and the route over which the hoses must be laid.

The pump, air and fuel.hoses, connecti~ns, and hand tools needed are in place and have been tested using water.

We conclude that these compensatory measures are adequate to prevent the EDGs from running out of fuel if the fuel oil transfer system fails.

The vulnc:*:*abilitv... of the fuel oil transfer pumps to a seiche is not an immediate problem.because the level of Lake Michigan is well below the level that would cause flooding of the pumps during a seiche.

CPCO has committed to protect the pumps with a higher dike.by June 30, 1994.

In the unlikely event that the ~umps are flooded by a seiche before the higher dike is installed, the manual-tra~sfer scheme using the air operated pump and hose could be used.

Mr. Robert June 7, 1994 In the June 6, 1994 letter, CPCo committed to modify the EOG fuel supply system to ensure its seismic adequacy as soon as possible but no later than the refueling outage following the 1995 refueling outage.

CPCo has also committed to complete the conceptual engineering before October 31, 1994, that will describe the long-term, permanent modifications to the EOG fuel oil supply system.

At that time, you should provide a description of your intended modifications and the implementation schedule.

Further NRC review will be performed by inspection or audit.

Based on the above, we conclude that continued operation of Palisades with the interim compensatory measures and commitments as described in CPCo's May 23, June 1, June 3, and June 6, 1994, letters is acceptable until the permanent modifications are implemented.

The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under P.L.96-511.
