PALISADES PLANT - REQUEST FOR DEVIATIONS FROM COMMITMENTS CONCERNING CORE EXIT THERMOCOUPLES (TAC NO. M8949I)

By letter dated May 20, I994, you requested a deviation from a previous commitment concerning I6 core exit thermocouples (CETs).

You had previously committed to disconnect these I6 CETs, which are class IE devices, from the primary datalogger, which is a non-class IE device.

This commitment was made to satisfy NUREG-0737, item 11.F.2, and Regulatory Guide 1.97..

However, removing these CETs from the datalogger could be detrimental since

,the operations staff has been trained to use the digital information from the datalogger in an accident.

The likelihood that a potential failure of the non-class IE datalogger would affect the I6 CETs is low.

Therefore, we find the deviation from your original commitments acceptable through the next refueling outage, at which_ time you will resolve the IE to non-IE interface in these CETs.
