Rogers Plant Safety and Licensing Director REQUEST FOR RELIEF OF CODE REQUIREMENTS FOR INSERVICE INSPECTION PRESSURE TEST PROGRAM Consumers Power Company requests relief from ASME Code Case N-437 requirements pertaining to calibrated instrument ranges for hydrostatic testing. This request justifies use of installed pressure indicator PI-0104 in lieu of a special test instrument when performing a primary coolant system hydrostatic test. Installation of a special test pressure instrument of a range that meets Code Case N-437 requirements woul~ not result in acquisition of information significantly more accurate the installed plant instrumentation.

The enclosed Attachment 4 to procedure EM-09-13, Rev.I, "Inservice Inspection Pressure Testing Program Procedure," provides the basis for the relief request.

The difference between a gauge meeting the Code Case N-437 requirements and the one Palisades proposes to use in testing is 1%.

Code Case N-437 states, "Digital pressure measuring instruments used in testing shall be selected such that the intended maximum test pressure shall not exceed 70% of the calibrated range of the instrument." The maximum hydrostatic test pressure which PI-0104 is expected to encounter during testing is 2125 psia which is 71% of the gauge's range.

The basis for the relief request is that the 1% difference between the Code Case N-437 calibration requirements and our installed plant equipment will not alter the acceptability of the hydrostatic testing.

This request for relief is submitted for NRC approval in accordance with the requirements of 10CFR50.55a(g)(5).
