During and following the recent.Diagnostic Evaluation at Palisades, several questions arose regarding the Technical Specifications surveillance requirement (SR) for monthly testing of the Emergency Diesel Generators (DGs).

The wording of the SR is inexact, and the basis does not contain enough detail to provide the necessary interpretation. That SR reads as follows:

4.7.1 Diesel Generators

a.

Each diesel generator shall be manually started each month and demonstrated to be ready for l-0ading within 10 seconds.

The signal initiated to start the diesel shall be varied from one test to another to verify that A and B starting circuits are operable.

The generator shall be synchroriized from the control room, and loaded to 2400 +/- 100 kW.

The current interpretation is as follows:

a.

Each DG will be tested on a monthly surveillance frequency.

b.

The test will be conducted by manually starting the DG.

c.

The signal initiated to start the diesel will be varied from one test to another in the following cycle:

1.

Starting the DG from the control room switch during the monthly test for January, February, May, June, September, and October;

2.

Starting the DG from the local control during the other months of the year.

d.

The starting time will be demonstrated to be 10 seconds or less.

e.

The A and_B __ s.tarting circu.its will be demonstrated to be operable by varying their testing from one test to another in the following three month sequence:

1.

One month the DG will be tested with the air to the B motor isolated during the test to verify that the A starting circuit is operable. If the engine does not start in the required time, the DG will be declared inoperable.

2.

The second month the DG will be tested with the air to the A motor isolated during the test to verify that the B starting circuit is operable.

declared inoperable; if the engine does not start in the required time, the engine will be retested using the A starting circuit only.

The third month the DG will be tested with air available to both starting motors to verify proper starting in the normal configuration.

If the engine does not start in the required time, the DG will be declared inoperable.

Each starting test will be followed by synchronizing the DG from the control room and loading it to 2400 +/- 100 kW.

The acceptance criteria for the two starting circuits are different because the starting circuits themselves, and the effects of potential failures on these circuits is different.

If an event~ such as a LOCA, were to occur concurrently with a loss of offsite power, failure of a station battery could result in only the A starting circuit for one DG being available to restore AC power.

No failure has been identified which could place reliance on one B circuit alone. Therefore, if the A starting circuit of either DG is unable to start the engine within the time required by the Technical Specifications, the emergency power system will not be able to meet its design basis, but no such requirement exists for the B starting circuit.

The combination of a loss of off-site power and a failur~*of station battery DOl would result in, among other things, the loss of control power to both starting circuits for DG 1-1 and to the bus 1-C undervoltage circuit auxiliary relays 127-l/X2, 127-7/X2.

These auxiliary relays provide the "redundant" start signal to DG 1-2. This situation would leave DG 1-2 dependant on its A starting circuit. If that circuit was unable to start the engine within the time assumed in the safety analyses, the plant would be beyond its design basis.

In this scenario, both the A and B starting circuits for DG 1-2 would have control power since both circuits are powered from the associated battery, D02, although from different breakers.. The field flashing circuitry control power is from the same power as the B starting circuitry. Field flashing is actuated by either circuit's jacket water pressure relay (JWPR).

It is not necessary for a B circuit start signal to be present for field flashing to be initiated.

The circuitry for DG 1-1 is similar; a failure of station battery D02 could place reliance solely on the A circuit for DG 1-1.

1. 1 This procedure demonstrates opera bi 1 i ty. per Technical Specifications 4.7. of Emergency Diesel Generator (D/G) 1-1 (K-6A) by:
a.

Verifying that the diesel generator is ready for loading (reaches 2 KV) within 10 seconds from receipt of start signal.

b.

Verifying operabi ii ty of both the A and B starting circuits by alternating the circuit used on a monthly basis.

c.

Demonstrating that the diesel generator is capable of reaching a load of 2400 KW (2300 - 2500 KW).

1.2 This procedure also verifies normal operation of various components:

a.. Testing mechanical governor control setpoint and verifying the electric governor unit position control setpoint.

b.

Verifying voltage regulator upper and lower li~its.

c.

Periodically verifies belly tank level alarm setpoint.

d.

Verifying that engine operating parameters are within normal operating ranges.

Verifying no fluid.accumulation in engine cylinders.

f.

Verifying automatic fuel oil transfer to engine belly tank via T-25A and T-10..

Do not exceed 750 amps at 2400 volts.

Do not load the diesel generator above 2500 KW.

Operation of the diesel generator with no load should be minimized.

With the diesel generator parallel to bus lC and station power feeding bus lC. avoid reactive power changes with the main generator.

Main generator underexcitation causes diesel generator overexcitation and posstble overcurrent.

LIMITING CONDITIONS OF OPERATION ENTERED DURING PERFORMANCE OF THIS PROCEDURE 4.3.1 Diesel Generator 1-1 is inoperable when:

a.

The overspeed trip device is tripped for the cylinder leak test (Section 5.3).

b.

Performance of cylinder leakage test will render the diesel generator inoperable. placing the Plant in a Limiting Condition of Operation (LCD).

The requirements of Technical Specifications 3.7.2(i) apply. EXCEPT it is not necessary to start Diesel Generator 1-2 to verify operability.

WARNING Physical injury may result by attempting to physically restrain the overspeed trip device.

Verifying that the diesel generator is ready for loading (reaches 2 KV) within 10 seconds from receipt of start signal.

b.

Verifying operability of both the A and B starting circuits by alternating the circuit used on a monthly basis.

c.

Demonstrating that the diesel generator is capable.of reaching a load of 2400 KW (2300 - 2500 KW).

The following steps will connect test equipment to verify the 9.5-second start time of the diesel generator.

The test circuit schematic is shown in Fig 1.

Only spare contacts are used for each relay to avoid interfering with the circuit.

Do not proceed with Step 5.8 until Independent Verification is complete.

Connect one side of start timer to contact 19 on relay ESR2 inside~

Engine Gauge Panel G-30.

Connect other side of start timer to contact 20 on relay ESR2 inside Engine Gauge Panel G-30.

Connect jumper between TBl-81 to TBl-84 in Exciter Cubicle C-26.

Connect jumper between TBl-85 to TBl-88 in Exciter Cubicle C-26.

Connect one side of stop timer lead to TBl-89 in Exciter Cubicle C-26.

Connect other side of stop ti"mer lead to TBl-89 in.Exciter Cubicle C-26.

Steps 5.1 through 5.6 verified complete as specified.

Remove one side of stop timer lead to TBl-80 in Exciter Cubicle C-26.

Remove jumper between TBl-85 to TBl-88 in Exciter Cubicle C-26.

Remove jumper between TBl-81 to TBl-84 in Exciter Cubicle C-26.

Remove other side of start timer to contact 20 on relay ESR2 inside Engine Gauge Panel G-30.

Remove one side of start timer to contact 19 on relay ESR2 inside Engine Gauge: Panel G-30.
