Rogers Plant Safety and Licensing Director DOCKET 50-255 - LICENSE DPR PALISADES PLANT - REPLY TO NOTICE OF VIOLATION; NRC INSPECTION REPORT 93013 - UPDATE ON CORRECTIVE ACTION COMPLETION NRC Inspection Report No. 93013, dated September 3, 1993, forwarded the results of an NRC inspection conducted to review the relationship of then recent events with the peer inspection process.

The inspection repdrt identified an apparent violation of NRC requirements where peer inspections were not properly implemented to provide independent verifications.

The Reply to the Notice of Violation was sent in a letter dated October 4, 1993.

Our Reply to the Notice of Violation described the procedure revisions that were planned and had been completed, along with the plans for formal training on the procedures.

The initial phase of formal training on the procedures was to assure that the electrical, instrument and control, and mechanical maintenance work order planners were trained on the procedure revisions. This training was completed in November 1993.

The second and last phase of the training effort was to train the remainder of the currently qualified verification planners who are not directly involved in planning work but support the administration of the verification planning program.

Positions that support the administration of the verification planning program have been qualified as verification planners.

2 The last phase of the training was originally scheduled to be completed in April 1994.

To date, 59 additional qualified verification planners from the second phase have received the training while 33 still require training.

Because of the recent forced outage and NRC Diagnostic Evaluation Team Inspection, we have reviewed and revised our plans for completion of this training.

We find that it will take until June 30, 1994 to complete the training for the 33 remaining qualified verification planners. Therefore, the originally targeted completion date for training of all verification qualified planners, other than the maintenance verification planners, will be extended from April 30, 1994 until June 30, 1994.

Extension of the completion of the last phase of the training does not affect the day-to-day work order planning as the personnel completing this activity were trained in November 1993. Additionally, the work order planners review the procedures used with the work orders to assure that the proper verifications are specified.
