- GB Slade General Manager DOCKET 50-255 - LICENSE DPR PALISADES PLANT - CONFIGURATION CONTROL PROGRAM - CHANGE IN COMPLETION OF THE SAFETY SYSTEM DESIGN CONFIRMATION REVIEW This letter provides a new complstion date for the Configuration Control Program (CCP) Phase II Safety System Design Confirmations (SSDCs) that were identified in our letter dated March 30, 1993.
Provided below is summary background information on the SSDC portion of the.Configuration Control Program, and an explanation for changing the completion date for the Phase II SSDCs.
In part, the delay in completion of some of the Phase II SSDCs is attributable to diverting resources to prepare for the Service Water Operating Performance Inspection (SWOPI), which is currently scheduled for January 1994, By letter dated January 23, 1990, CPCo identified the SSDCs that were included in the CCP program.
In that letter we stated that the SSDCs were expected to be completed in the second quarter of 1993.
By letter dated March 30, 1993, CPCo provided an update to the CCP program, discussed the Safety System Design Confirmation review, and stated that the Phase II SSDCs, previously targeted for completion in the second quarter of 1993, were expected to be completed by December 1993.
We also stated that five SSDCs (i.e., Auxiliary Building HVAC, Electrical Isolation, Electrical Separation, Containment Building Heat Removal, and Miscellaneous Mechanical Systems) were being added to the Phase III scope of the CCP to validate the corresponding Phase III design basis documents, and that the additional SSDCs were scheduled to be completed by the end of 1996.
Since our March 30, 1993 letter, we have re-prioritized and consolidated our tasks associated with the completion of the four Phase II SSDCs (ie., Control Room HVAC, Pressurizer Heater Emergency Power, Containment Spray System, and Compressed Air System).
The result of re-prioritizing and consolidating the Phase II SSDCs is as follows:

Nuclear Regualtory Commission Palisades Nuclear Plant SSDC Update**
2 by the end of 1996; the design of the Pressurizer Heater Emergency Power was reviewed during the 2400VAC Power System SSDC, therefore, this action is complete and an additional SSDC is unnecessary for this system; the Containment Spray System SSDC will.be included in the Containment Building Heat Removal SSDC to be completed by the end of 1996; and the Compressed Air System SSDC is dependent upon the issuance of the Compressed Air System DBD.
The Compressed Air System DBD will be completed by the end of 1996, therefore, the Compressed Air System SSDC will be delayed accordingly.
