Dear Mr. Slade:

This refers to the routine safety inspection conducted by

Mr. I. T. Yin of this office on November 23-24, 1992.

The

inspection included a review of authorized activities for your

P~lisades Nuclear Generating Plant facility.

At the conclusion

of this inspection, the findings were discussed with

Mr. R. D. Orosz, and others as identified in the enclosed report.

The enclosed copy of our inspection report documents our

evaluation of your Configuration Control Project (CCP) , including

your corrective action for deficiencies identified by the

CCP program.

Based on the results of this inspection, certain of your

activities appeared to be in violation of NRC requirements, as

specified in the enclosed Notice of Violation (Notice) .

The

violation is of concern because a change to a station operations

procedure resulted in the removal of a statement designed to

limit system operational parameters and prevent system

inoperability.

You are required to respond to this letter and should follow ~he

instructions specified in the enclosed Notice when preparing your

response.

In your response, you should document the specific

. actions taken and any additional actions you plan to prevent

recurrence.

After reviewing your response to this Notice,

including your proposed corrective actions and the results of

future inspections, the NRC will determine whether further NRC

enforcement action is necessary to ensure compliance with NRC

regulatory requirements.

In accordance with 10 CFR 2.790 of the Commission's regulations,

a copy of this letter, the enclosures and your response(s) to

this letter will be placed in the NRC Public Document Room.

The responses directed by this letter and the accompanying Notice

are not subject to the clearance procedures of the Off ice of

Management and Budget as required by the Paperwork Reduction ~ct

of 1980, PL 96-511.
