consumers Power POW ERi Nii MICHlliAN'S PROliRESS Palisades Nuclear Plant: 27780 Blue Star Memorial Highway, Covert, Ml 49043 September 16, 1992 Nuclear Regulatory Commission Document Control Desk Washington, DC 20555 DOCKET 50-255 - LICENSE DPR PALISADES PLANT - RESPONSE TO GENERIC LETTER 88-20, SUPPLEMENT 4, INDIVIDUAL PLANT EXAMINATION OF EXTERNAL EVENTS FOR SEVERE ACCIDENT VULNERABILITIES Supplement 4 to Generic Letter 88-20 was issued on June 28, 1991, to require each licensee to conduct an individual plant examination of external events (IPEEE).
Our response to the Generic Letter (dated December 20, 1991) listed our methods for completing the IPEEE and noted that an updated response outlining our schedule for completion of the IPEEE would be needed once the issues concerning the SQUG Generic Implementation Procedure (GIP) were resolved and a Supplemental Safety Evaluation Report (SSER) was issued.
The SSER was issued on May 22, 1992 via Supplement 1 to Generic Letter 87-02.
The NRC August 5, 1992 letter concluded that our proposed IPEEE methods were acceptable and that we should provide our projected milestones and schedules for completion of the IPEEE to the NRC no later than September 18, 1992.
This letter provides the requested information.
As indicated in the original response we intend to complete a Seismic PRA for the Palisades Plant. Discussions with contractors has been completed and a selection made for consultant support in the seismic assessment.
Training for individuals to support the process is ongoing.
A tentative schedule has been drafted for completion of the process and will be finalized over the next few months.
It is anticipated that PRA organization will be involved in the development of a plant risk management program, the development of the plant specific severe accident management program, providing input to management for the plant modification process, the development of the plant program to implement the Maintenance Rule, and, potentially, in an assessment of shutdown risk.

.* r We will continue our involvement in risk management and maintain its capability to perform a substantial portion of this and related types of work in-house.
Because of this resource commitment, substantial time will have to be included for technology transfer.
As part of the overall project our consultant is to provide training in fragility development, hazard integration and the process and technology to maintain the A-46 results.
Our plans are to complete the IPEEE for the Palisades Plant by June 30, 1995.
We chose this schedule to allow for coordination with anticipated outage schedules, SQUG activities, availability of consultant support, and to accommodate other anticipated work loads as previously described. Should any events occur which will significantly alter the completion date we will notify you in writing, identifying the problems and adjustments to the schedule.
Annual status updates will be provided.
